8. City policy requires the placement of sidewalk adjacent to public rights-of- way in conjunction with development or redevelopment of commercial properties. Because of the proposed Larpentuer Avenue reconstruction, the specific requirements for this development have not been finalized. 9, City policy required the dedication of park land or a payment in lieu of park land dedication in conjunction with the platting of property for a planned unit development; however, since this property is being redeveloped and no new p buildable parcels are being created, the dedication of park land is not req u i red. PLANNING COMMISSION A TI 4.1 On Janua ry 14, 1998, the Planning Commission recommended approval of the concept development plan and preliminary plat for this project (7-o). As part of the motion the Planning commission also recommended that the City Council modify its policies to eliminate the payment of the deferred assessment for this project (as p the site is alread y served by mater from St. Paul), eliminate the need for right-of-way dedication for this project (as the dedication may impact the design of the parking area, reduce the number of off-street parking spaces, and is not needed because it is doubtful that Lexington Avenue will ever be widened in this location), and eliminate the need for installation of sidewalk or payment in lieu thereof for this project (as sidea Ik will be installed i n conjunction with the Larpe me u r Avenue reconstruction project and the Lexington Avenue resurfacing project) STAFF RED M E DA TIO 5.1 Based on the findings outlined in Section 4.1 of this report, staff recommends the following: I. Hold the required public hearing on the final plat. 2. Continue action on the request to provide additional time for preparation of the final Planned Unit Development/Subdivision Agreement. 3. Provide direction to staff on the content of the Planned Unit Development/ subdivision Agreement I including treatment of the deferred assessment for this project ($37,259.39 for City Project W77-14), the need to can nect to ity p 1 of Roseville water, the need for installation of sidewalk, and the need for dedication of additional right-of-way for Lexington Avenue (110 feet).
