REQUEST FOR CITY COUNCIL ACTION <br /> DATE: 01112/98 <br /> ITEM NO: 1-4 <br /> De rtrnent Approval: Manager Approved: Agenda Section: <br /> LAND USE <br /> Item Description: city of Roseville request to amend Section 1012.10(A) of the City <br /> Code (Private and Commercial Antennas and Towers)(PF#2974). <br /> REQUESMD ACTION <br /> 1.1 The city of Roseville proposes amend men to section 1012.1 o(A) of the city Code <br /> (Private and Commercial Antennas and Tourers) to include the placement of <br /> communication antennas on existing public utility structures and towers as a <br /> permitted use in all zoning districts. <br /> BACKGRO <br /> .1 Over the past several months, the concept of placing communication antennas on <br /> existing public utility structures, such as the N P transmission towers, has been <br /> discussed with US lest Wireless. US west has recently entered into an easement <br /> agreement with N P which will alloy US West to place telecommunication facilities <br /> on existing N P towers within the community. The joint use of public utility <br /> structures and tourers has not been considered in the past; therefore, the City Code <br /> does not address such an arrangement in the regulations for communication towers <br /> and antennas. Section '1012.1 o of the city code does not allow the installation of <br /> antennas on existing public utility structures or tourers as either a permitted or a <br /> conditional use. <br /> 2.2 The joint use of existing public utility structures and tourers will reduce the need for <br /> additional communication towers within the community. By placing antennas on <br /> existing electrical transmission tourers and similar structures, the needs of both the <br /> City and the wireless telecommunications industry can be met: the wireless <br /> telecommunications industry can provide seamless coverage and the city can <br /> protect the visual landscape from the often blighting influence of additional towers. <br /> Section 1012.1 o(A)('1 ) of the city Code outlines exceptions to the provisions of this <br /> section. Antennas attached to, but not above, the exterior wal is of buildings as an <br /> integral part of the architecture are a permitted use in all Business and industrial <br /> zoning districts. The Intent of this provision is to provide an avenue for <br /> administrative review of requests that do not have a dramatic visual impact. <br /> Allowing the placement of antennas on existing public utility structures and public <br /> utility towers will have the same minimal visual impact; therefore, staff recommends <br /> that the placement of antennas on such tourers and structures be allured as a <br /> RCA(P F# 974) -01/12/98 - Page I of <br />
