October 11, 1993
To: Steve Sarkozy
City Manager
From: Ed Burrell
Finance Director
1993s 2994s l995 Awdit Hips
The audit commi t t s e made up of Fran Smith of Northwest Youth and
Family Service, Steve North, Laura Kushner, Nick Ensrude, and
myself, requested 1993-1995 audit proposalsi We received 4 bids
and have completed a review and an analysis of each. Below is a
summary of those proposals listed alphabetically and with their
three-year hid cost:
3 Year
Total
Boocke ann, Heinen $46,380
Ride Helmeke & Co. 49, 968
Malloy, Rarnowski 63,271
Tautges, Redpath & Co. 62,300
In evaluating the proposals, the Audit Coumi t t e e ranked the f i rays
as follows
Ride, Helmoke & Co
Malloy, Karnows ki
Tautges, Redpath
*Eoecker , Heinen (Did not meet minimum proposal
requirements)
We are recommending the p ropc sal o f E i de, He lmake & Co. be ac-
cepted as meeting the proposal requirements, and providing the
lowest proposed cost. This will he Eiders second three year
audit term and under City policy they will not he eligible for
the next audit term of 1996-980
The number and quality of the proposals generally met or exceed-
ed our requirements and expectations. The total cost for the
past three year period (19 9 0#19 91, 19 92) . totaled $43,12 5 . Given
the fact there are more Federal Funds to audit in both the City
and Northwest Youth and Family service agency, (Receiving Federal
Grants increases organisational audit requirements
considerably.) we consider the City is continuing to receive the
excellent dollar value for its annual audit.
