REQUEST FOR COUNCIL ACTION DATE: 10/25/93 <br /> ITEM NO a : <br /> Department Approval: Manager Reviewed: Agenda Section: <br /> }deports and Recommendations <br /> Item Description: proposed Advance Circuit Earthen Berm Installation. <br /> Background <br /> For some time, residents in the area of Oasis park have been affected <br /> by industrial noise emanating from Advance Circuits, Inc. and other <br /> industrial activity along Terrace Drive, south of Oasis park. In <br /> response to - these - complaints, the city kad assigned a professional <br /> acoustical engineer to monitor the noise,. It appears that Advance <br /> Circuits and other industries in the area are operating within or very <br /> close to the established state noise guidelines. L Operating in <br /> industrial zones, Advance Circuits and other firms in the area have <br /> certain rights which, unfortunately, affect the adJoining residential <br /> property owners* <br /> With the recently approved County Ditch 4 authorization by the City <br /> Council, we have the opportunity of obtaining a sizable amount q f dirt <br /> which could be used to create an earthen berm on the northern property <br /> line of Advance Circuits with the oasis park. This earthen berm would <br /> be constructed to reach the maximum possible height, with a two to one <br /> side slope facing Advance Circuits and a three to one side slope facing <br /> Oasis park. The berm may provide an improvement of the visual <br /> screening and noise buffer to the intermittent activity in the Advance <br /> Circuits parking lot. <br /> The earthen berm should be considered only the first phase of what will <br /> likely be a multi-phased approach by the City and Advance Circuits to <br /> address the issues of noise and screening as it affefts the adjoining <br /> residential properties# <br /> policy objectives <br /> The City has assisted in -the construction of barriers when residential <br /> property has been affected by commercial and industrial properties. <br /> The most recent example is the City's cooperation with Crossroads in <br /> the construction of a fence (behind Filene's Basement) to assist <br /> residents along Oakcrest. <br /> There is also an additional benefit in the case of cooperation with <br /> Advance Circuits as the berm will improve Oasis park. The berm itself <br /> will straddle the property line between Oasis park and `Advance Circuits <br /> and the screening will make the park more appealing. <br /> Financial Inpl i+bons <br /> In the past, the City has taken the position to finance half of the <br /> cost of construction of these barriers. These funds would be allocated <br /> from the Tax Increment Finance account. <br />
