Commissioners discussed the process, asking who developed the questions, criteria for evaluation <br /> and anonymity of essays. Commissioners discussed how much prize money is given to the top three <br /> winners and the honorable mentions. Commissioner McKenzie asked that the HRC defer to city <br /> staff on previous year's awards. <br /> Chair Singleton said the essays would come with a scoring sheet to help with evaluations. <br /> Commissioner McKenzie said that the LMHRC had a committee to develop the questions. She <br /> recognized Golden Valley Commissioner Marion Helland, explaining that she coordinated the <br /> statewide contest for many years. <br /> Ms. Helland said she has been organizing essay contests over past 10-12 years and donate them, <br /> along with information about the essay contest, to the Minnesota Historical Society. <br /> Commissioner Grefenberg moved and Commissioner Brisbois seconded motion that the HRC <br /> authorizes the 2011/2012 essay contest as recommended in the handout in the meeting packet and <br /> following the schedule, with further details, such as prize money be worked out. Motion passed <br /> unanimously. <br /> Update on Civic Engagement Webpage <br /> Commissioner Grefenberg reported that the webpage was up and running. <br /> Business Items <br /> Appoint New Commissioners to Current Committees <br /> Commissioner Doneen said she was interested in working on the Program Planning Committee. <br /> Commissioner Wayne Groff said he was interested in the Outreach Committee. <br /> Chair Singleton reviewed the four standing committees. Operations; Demographics and Diversity; <br /> Outreach; and Program Planning. He noted the special Neighborhood Enhancement Task Force. <br /> Commissioners Grefenberg and Groff expressed interest in Demographic and Diversity, <br /> recognizing that they likely will not meet every month. <br /> Chair Singleton suggested the committees set regular meeting dates so all commissioners would <br /> know when the committees are meeting. <br /> Commissioners Brisbois and McKenzie said they would work on Outreach. <br /> Commissioner Doneen asked about the time commitment for various committees. She asked if the <br /> City received complaints from the State. Commissioners noted currently no process in place. <br /> An audience member said Hennepin County was sponsoring a workshop on using demographics for <br /> planning and would send information to the HRC. <br /> Youth Commissioners <br />
