Chair Singleton introduced two motions for Youth Commissioner. <br /> Motion - Roseville Human Rights Commission is recommending appointment of Marie Siliciano to <br /> the position of Youth Commissioner. She is currently serving as an alternate. <br /> Motion - Roseville Human Rights Commission is recommending that the City post openings for <br /> Youth Commissioners for Human Rights. One representative and one alternate. <br /> Commissioner Grefenberg suggested adding an amendment to the second resolution that the student <br /> be from the Roseville Area Schools (RAS). <br /> Commissioner McKenzie said she preferred to leave it open, all students whether from public or <br /> private school should be able to apply. She said everyone should feel they have a fair chance to <br /> serve on the commission. <br /> Commissioners debated whether it was important that the youth be from RAS. Commissioners said <br /> that some minority youth groups at Roseville High School were not notified of vacancies last year. <br /> They said the city should use a variety of resources to promote the vacancies and make sure not to <br /> miss groups that were previously excluded. <br /> Commissioner Grefenberg moved and Commissioner Groff seconded motion the Roseville Human <br /> Rights Commission recommend to the City Council that the outreach effort be made to include the <br /> public school system for the appointment of the position of Youth Commissioner. Motion passed <br /> with Commissioner McKenzie abstaining. <br /> LMHRC <br /> Commissioner McKenzie gave an overview of the LMHRC. Their main responsibility is outreach to <br /> school districts, counties and cities, providing assistance and advice against human rights violations. <br /> They help communities establish commissions. They have a speaker's bureau. They provide <br /> training and hold an annual meeting. They developed a Bias and Hate Crime response plan. They <br /> hold regional forums and ideas exchanges. <br /> She explained that members are appointed to districts. Roseville is part of District 7, along with <br /> Falcon Heights, Arden Hills, Shoreview and New Brighton. The local HRCs make <br /> recommendations and the LMHRC votes members in. Commissioners could serve on directors at <br /> large, if interested. <br /> Commissioner McKenzie said she most likes having so many different people working together. <br /> Commissioner Groff said he had served on the LMHRC several years previously, and he <br /> appreciated the broader picture, noting the statewide perspective as opposed to the local perspective <br /> Commissioners discussed taking formal action to continue membership in the LMHRC. They <br /> agreed to discuss at a future meeting. <br /> Commissioner Grefenberg asked if the LMRHC has taken a position on the proposed constitutional <br /> amendment opposing same-sex marriages. Commissioner McKenzie said they had not taken a <br /> position yet, rather they are working on the best ways to educate the public about the proposed <br />
