<br />We are pleased to report to you that we have 'completed the review of the Design /Build
<br />Proposals received for the John Rose Minnesota Oval Refrigeration System. Based on our
<br />thorough review of all bid proposals received, we recommend that the Council awards the
<br />project to the Shffigobee Builders, Inc. team based on their low responsive Base Bid of
<br />$290589000-00.
<br />A total of eight (g) bid proposals were received with two ) of the bids being non - responsive
<br />to th a design criteria. Attached is' a summary of the eight 8) bids received, As you will note,
<br />the "responsive" bids on this summary ranged from a low base bid of ,058,000.00 to a high
<br />of $2,554,000.00. Alternate bids were also received for: 1 Additional 1 inch of subslab
<br />insulation; 2) Additional 90 tons of refrigeration; 3) 2 Year project warranty; and 4) 5 Year
<br />project warranty. In addition, a number of optional bids were proposed by some of the groups
<br />for future consideration. The selection rules allow for the award to be made on the base bid
<br />and /or any combination of Alternates 1 ;4. Optional bids cannot be considered in the award.
<br />In addition, the proposal must also meet the mininu�n criteria outlined in the Invitation for
<br />Proposals,.
<br />Our recommended award to Shigobec Builders, Inc. is based of a thorough evaluation of all
<br />p ro p p osals and considers all evaluation criteria established in the Invitation for proposals
<br />including:
<br />* project cost
<br />* System design and details
<br />* Conformance of system components to specified products
<br />* Team qualifications and experience
<br />* proposed construction schedule
<br />* Financial resources
