The petition requested consideration fob a public improvement project to construct Lincoln Drive from County Road C-2 to Lydia Avenue including roadway, utilities, and drainage facilities. Based on recommendation from staff, the council expanded the scope of the project to include consideration for Lincoln Drive construction from Terrace Drive to County Road C -2 and reconstruction of ,,county Road C -2 from Snelling Avenue to Lincoln Drive. These segments of the project have prr.viousiy been considered by the council in 1990 when the original Terreice Drive project vas ordered. Because of the current staf i ' vorkload .and the complexity of this projects it.is recommended that an outside conxuitant be retained to provide engineering services. SES has recently completed the engineering for all of Terrace Drive and in their past design included preliminary concepts for Lincoln Drive from Lydia Avenue to Terrace Drive. They have mgt with the property mn��nners along this alignment extensively and have also worded with lydnnDDT previously, to consider new access and intersection configurations at Snelling and Lydia. This project will be complex because a number of agencies will be involved in review of the plans including MnDOT. the Office of State Aid, the developers privates business ooncornw, and various city boards, commissions, and neighborhood groups. - . The developer has suggested that ,.perhaps it would be more cost affective and practical for his to provide his own ang3nenrinq for the segment of Lincoln Drive from County Road C- 2 to Lydia Avenue, and the construction mould be more economical if done privately; We disagree with this analysis and rec and the entire project be handled by the city and designed by our consultant. We make this recommendation because of past commitments made by XnDOT to fund portions of County Road C -2 if the entire project 3s built as a single project as a relocation of the sx3stinq Snelling Avenue Frontage Roadv We wish to use municipal State ]lid funds to finance the project- Working with MnDOT Traffic Division and Steta Pifd c fices would be best facilitated by the city using an axperi4naad consultarst.
