Roll Call shall be called from the presiding officer's <br />right. to his/her left , except the presiding of f i c er <br />shall vote last. <br />2o voice vote may be taken for: <br />A. Approval of Minutes, <br />B. Withdrawal of items from the Agenda, <br />C. continuation of items on the Agenda, <br />D. other purely ministerial matters. <br />3. Each individual's vote shall be entered in the minutes. <br />4e Any member may abstain from voting or disqualify <br />himsel f hersel f . The reason for disqualification or <br />abstention must be stated by the member and entered in <br />the minutes . If a member disqual ifies himself/herself , <br />he /she may leave the room while the issue is being <br />considered. <br />RULE 104, Ordinances. <br />Any Council member may request the City Manager to prepare a <br />proposed ordinance. There shall be a delay of at least two <br />weeks between the initial presentation and final vote if <br />such proposed ordinance is requested by a Council Member. <br />RULE 11. Rules of Order* <br />The rules of parliamentary practice embraced in Roberts <br />Rules of order (Revised) shall govern the Council procedure <br />in oases to which they are applicable and to which they are <br />not inconsistent with the Standing Rules of order and Busi- <br />ness of the Council. <br />RULE 12. Suspension of Rules. <br />No rule of the council shall be suspended without the <br />concurrence of at least four (4)' members of the Council. <br />RULE 13 order of Business* <br />The following shall be the order of business of the Council: <br />A. Approval of Minutes <br />B. Consent Agenda (optional) <br />C. Hearings <br />D. organizational Business <br />E. communications, Recognitions, ADD and Public Comments <br />Fe Reports and Reco= endations <br />Go Items Removed From Consent Agenda (optional) <br />H. Ordinances and resolutions <br />
