<br />Wage Amendment to 2003 Sergeants/Teamsters Contract
<br />Background
<br />As you will recall, in September Council approved the 2003 contract for the Police
<br />Sergeants. {There are 7 city employees in the Teamsters' bargaining unit. These
<br />employees directly supervise the activities of the police officers and others in their areas
<br />of assigned duty for the Police Department.
<br />Appendix A in the approved contract implemented a new step wage system and
<br />eliminated longevity and educational incentive pay. The philosophy surrounding this plan
<br />was that Sergeants should be paid based on time and talent in grade as a Sergeant and not
<br />based on longevity with the City.
<br />Implementation was to be as follows:
<br />Wages will not be reduced to incorporate this program for current incumbents as of
<br />12/31/02P rather they will at implementation be held to the system that reflects the hest
<br />situation for there until the incumbent reaches top pay. Any new incumbent after 1/l/03
<br />would be brought in under the step plan. However, during implementation it was found
<br />that due to the most junior Sergeant having tremendous longevity with the City that he
<br />would continue to be paid at a higher rate for the time being than two more senior
<br />Sergeants. This was exactly what the step system is to eliminate.
<br />Although this situation will not occur with new hires in the future, as all will be on the
<br />step system, it needs to be rectified for those impacted currently. The amendment to
<br />appendix A would eliminate this internal inequity. Focusing on these objectives
<br />reinforces the City's ability to pay a wage based upon the duties performed. The
<br />objectives also support positive working relationships with employees and support
<br />employee morale.
<br />Policy Implications
<br />The attached amendment reflects policy objectives to the best of the City's ability.
