Regular City Council Minutes — 11/17/03 <br />Minutes - Page 14 <br />and the need for a Primary Election. <br />Mayor Kysylyczyn took issue with one of Ms. Curti's <br />statements relating to perceptions that Mayor -elect <br />Klausing would be appointing his successor to the Council <br />scat; and raised an accusation to City Manager Beets of <br />City staff doing partisan rather than non - partisan research <br />for Council consideration. <br />City Manager Beets that his interpretation of the entire <br />staff report from Ms. Curti was one of responding to <br />public domain comment and questions that she in her role <br />as Election Coordinator, and other staff had received over <br />the last few weeks, and was a detailed attempt to respond <br />to those questions and concerns, including those of a <br />speculative nature. <br />Mayor Kysylyczyn continued his insistence that the staff <br />report offered opinionated comments and statements, <br />while offering little or no information of assistance to the <br />Council. <br />City Manager Beets assured Mayor Kysylyczyn that it was <br />not the indent of either he or Ms. Curti to argue with <br />Mayor Kysylyczyn; that their intent had been to alert <br />Councilmembers to anticipated lower voter turnout during <br />a Special Election scheduled during the winter months. <br />Councilmember Schroeder noted that on the e -mail <br />received from Harold Bartel, 683 West Shryer Avenue, <br />that Councilmember Schroeder had been misquoted <br />related to the comment, "that a woman should fill the <br />Council seat." Councilmember Schroeder clarified that he <br />did not make that statement; and that all residents should <br />have an equal right to represent the City. <br />Councilmember Kough concurred with the inaccuracy of <br />the above - referenced e -mail quotation as it relayed to his <br />comments, and concurred that every person should receive <br />equal consideration in representing the City,. <br />
