Mayor Kysylyczyn took issue with one of Ms. Curti's statements relating to perceptions that Mayor -elect Klausing would be appointing his successor to the Council scat; and raised an accusation to City Manager Beets of City staff doing partisan rather than non - partisan research for Council consideration. City Manager Beets that his interpretation of the entire staff report from Ms. Curti was one of responding to public domain comment and questions that she in her role as Election Coordinator, and other staff had received over the last few weeks, and was a detailed attempt to respond to those questions and concerns, including those of a speculative nature. Mayor Kysylyczyn continued his insistence that the staff report offered opinionated comments and statements, while offering little or no information of assistance to the Council. City Manager Beets assured Mayor Kysylyczyn that it was not the indent of either he or Ms. Curti to argue with Mayor Kysylyczyn; that their intent had been to alert Councilmembers to anticipated lower voter turnout during a Special Election scheduled during the winter months. Councilmember Schroeder noted that on the e -mail received from Harold Bartel, 683 West Shryer Avenue, that Councilmember Schroeder had been misquoted related to the comment, "that a woman should fill the Council seat." Councilmember Schroeder clarified that he did not make that statement; and that all residents should have an equal right to represent the City. Councilmember Kough concurred with the inaccuracy of the above - referenced e -mail quotation as it relayed to his comments, and concurred that every person should receive equal consideration in representing the City,.
