Regular Oty CouncIl Minutes — 11/17/03 <br />DRAFT ® 1 <br />Mayor Kysylyczyn briefly reviewed the e -mail comments <br />for the audience's information, including several phone <br />contacts he had personally received. <br />Mayon- Kysylyczyn opined his view of the appointment <br />process, citing the voting records of the "Old Guard;" and <br />potential tie -vote with Mayor -elect Klausing thin given <br />the tie-breaking additional vote. <br />Mayor Kysylyczyn opened the Public Hearing at 8:47 <br />p.m., requesting that comment be divided with those <br />supporting appointment speaking first and those speaking <br />against appointment speaking last. <br />In.Support of Appointment <br />John Goedeke, 2674 Virginia Avenue <br />Mr. Goedeke-, speaking as a former City Council and <br />Planning Commission member, spoke in favor of the <br />applicant interview process for appointment to the vacant <br />Council seat and the integrity of the appointment process <br />and past practice in the City. Mr. Goedeke took issue with <br />Mayor Kysylyczyn's perceptions; and cited concerns of <br />costs and low voter turnout in holding a Special Election, <br />Roger Toogood, 601. Terrace Court <br />Mr. Toogood, while identifying himself as the Vice Chair <br />of the organization, Roseville Concerned Citizens for a <br />Fair and Open Government, noted that he was speaking as <br />a concerned citizen, and not on behalf of the organization. <br />Mr. Toogood noted advantages and disadvantages in the <br />appointment process and a potential Special Election. Mr. <br />Toogood noted that appointment was a responsibility <br />shared by the full City Council, and opined his <br />anticipation of a change of leadership and a new attitude, <br />encouraging Councihnembers to strive for unanimous <br />votes on issues to bring about a strong, constructive and <br />positive environment. Mr. Toogood opined the logical <br />appointment of Ms. Amy ffilan, as recipient of the <br />majority vote in both the Primary and General Elections, <br />after those winning the election and recommended her <br />
