Nk Council M <br />DRAFT Minutes - Page 16 <br />appointment to fill the Council vacancy. Mr. Toogood <br />concluded by questioning the validity of a Special Election <br />process and alleged there may be hidden motivations <br />driving the timing of such a Special Election, rather than <br />appointing someone to serve until the scheduled Primary <br />and General Elections in the fall of 2004. <br />Mayer Kysylyczyn noted that it was the responsibility of <br />Councilmembers to look at the options available for the <br />best interests of the community overall. <br />Mayor Kysylyczyn provided several opportunities for <br />additional comment for those in favor of appointment. No <br />one else appeared at the podium. <br />Councilmember Klausing clarified once again for public <br />information that there would be an appointment in either <br />scenario: that of a Special Election held in early 2004, or <br />in the fall of 2004. <br />At 9:04 p.m., Mayor Kysylyczyn closed that portion of the <br />Pubic Hearing, and opened the Pubhc Hearing for <br />testimony for those supporting ashort -term appointment <br />followed by a Special Election as soon as possible. <br />In Support of Short-term Appointment, <br />followed by an Immediate Special Election <br />Barbara Yates, 3057 Wheeler Street N <br />Ms, Yates requested that the Council focus on the main <br />issue, speaking in favor of holding a Special Election, that <br />the people had a right to choose the representation of their <br />leaders as guaranteed by the democratic system. Ms. <br />Yates opined that, a "caretaker" appointee, under the <br />condition that they would not qualify as a candidate in the <br />
