Regular City Council Minutes —11 /1 7/03 <br />DRAFT Minutes - Page 17 <br />upcoming election, be appointed to serve until the Special <br />Election was held. Ms. Yates was unsure of her concern <br />related to holding a Primary prior to the Special Election, <br />cuing various advantages and disadvantages. Ms. Yates <br />concluded her comments by encouraging the City Council <br />find a solution for good public policy in order to foster <br />integrity, given the deeply- divided electorate and provide, <br />and provide a way for the community to unite. <br />Mr. Lambert noted the minimal cost per citizen of holding <br />an election; an opined that the community was hurting and <br />needed to heal. Mr. Lambert further opined that any <br />appointee would carry a tainted perception by a portion of <br />the community, and encouraged that the Council pursue a <br />Special Election, with a Primary, to diminish any <br />negativity and provide a candidate to fill the vacancy that <br />represents the majority of the community, without <br />misconception. <br />Wade Russell, 2994 Old Highway 8 <br />Mr. Russell expressed his confusion related to comments <br />provided by the public during the previous Primary <br />Election discussion, and the current Special Election <br />discussion,, as well as hack of clarity in state statute. Mr. <br />Russell concluded by opining his strong support of <br />holding a Special Election. <br />
