5.16 This structure is proposed to be set back a minimum of 30 feet frorn the east property line <br />adjacent Rice Street, 280 feet from the north property line, and 270 feet from the west property <br />line adjacent to Woodbridge Street. <br />5.17 The proposed parking lot will be located near the north property line, separated by the storm <br />water management area, and set back 20 feet from the property lira adjacent to Rice Street, 30 <br />feet from the property line adjacent to Woodbridge Street, 67 feet from the north property line <br />and generally 30 feet from the structure. <br />5.18 One access point to the parking lot is proposed along Woodbridge Street and two access points <br />are proposed for Rice Street. All three are indicated as ingress/egress access points. Similar to <br />Roseville Area High School, this parking lot will use a centralized access at Rice Street and <br />gate the access from Woodbridge Street. The gate will be designed to open during an <br />emergency, but student and faculty will be required to enter and exit from rice Street. The <br />Woodbridge access would be opened for Sunday mass at the Church (8 :00 a.m., 9:30 a.m., <br />11:00 a.m. <br />5.19 The proposed sanctuary structure will include a two story classroom and support area <br />connecting to the school* The remaining building area would include shared functions of a <br />kitchen, cafeteria, fellowship hall, meeting room classrooms and a daycare. The two story <br />portion of the sanctuary addition will be approximately 30 to 40 feet in height, with the <br />sanctuary portion being 60 feet (sloped roof) and including a 40 foot tall spire /cross element. <br />5.20 The overall building height will be premised on the size of rooftop mechanical units and where <br />they are placed. The City Code requires 100% screening of these rooftop units, which can be <br />accomplished by increasing the building wall or parapet gall height. <br />5.21 It is anticipated that the church will have a maximum of 10 staff /employees. <br />5.22 The proposed landscape plan for this phase includes berming and landscaping for the parking <br />lot from the adjacent residences to the west and around the storm water management area on the <br />north. The plan also includes boulevard trees, parking lot landscaping (5%), and interior site <br />landscaping. <br />5.23 New municipal services will be brought into the sanctuary addition or if capacity and pressure <br />exists, the existing system will be extended. Other necessary private services, such as electric, <br />telephone, and cable, will be provided by private business. <br />5.24 Phase H provides a large storm water management area to accommodate parking lot and partial <br />roof drainage along the north property line. This plan must be reviewed and approved by the <br />Capital Regions Watershed and the Roseville Public works Department. <br />5.25 Phase H proposes one sign, which will be located along Dice Street in the general vicinity of the <br />existing sign. This sign is proposed to be set back approximately five feet from the property <br />line adjacent to Rice Street.
