Second Floor <br />15 classrooms <br />support rooms <br />offices <br />1 assembly /gathering room <br />Bathrooms would be included on each level. <br />5.27 Building materials, though not finalized, will be consistent with those approved with Phase <br />and shall meet the requirements of the City Code. <br />6.0 POLICY (Comprehensive Plan Consistency): <br />6.1 The site currently consists of a school (tiro buildings) and a church and administrative home. <br />The proposal to create one large school and sanctuary structure with supportive services /uses <br />retains the existing uses on the site which is consistent with the Roseville Comprehensive Plan. <br />6.2 Section 3 of the Comprehensive plans states that the City should support a strong school and <br />church system recognizing that certain churches are large regional churches. <br />6.3 The Comprehensive Plan also encourages the upgrade of the residential housing stock, which is <br />expected to occur through increased property values and more farr flies wishing to live near the <br />school. <br />6.4 There are no fiscal implications of this project other than increased fire & police service. <br />7.0 PROJECT IMPACTS: <br />7.1 Traffic in Average Trips per Day (ADT) along the two major streets has been estimated at: <br />a. lice Street - 1 7,000 ADT in 000; 1 7,000 in ADT 2010; and 23,500 ADT in 2020, <br />h. County Load C — 9,900 in 2000 ADT; 12,700 ADT in 2010; and 16,500 ADT in 20 20. <br />Rice Street and Counter load C are able to handle the increased traffic potentially generated by <br />the forth Heights at full development. (Eventually lice Street will be a County Road, turned <br />back by the State.) However, the most apparent impact of this project will be to understand <br />how to deal with student and church `surge" parking. <br />PP3449 — INCA Final Development - 111703 Page 6 of 8 <br />
