8.0 PLANNING COMMISSION ACTION: <br />8.2 On October 1, 2003, the Roseville Planning Commission held the public hearing regarding the <br />United Properties /Midland Hills request. At the hearing adjacent residents addressed the <br />Planning Commission. The Commission also had questions of the City Planner and applicant. <br />8.3 Specifically, these questions focused on the Comprehensive Land Use Plan amendment <br />process, timing of watershed review, site lighting, tree removal, landscaping, mass/height of <br />condo structure, traffic generated form project, what happens to County Road B at Trunk <br />Highway 280, overflow parking, and ours of construction. <br />8.4 The City Planner attempted to answer all of the concerns /questions raised by residents and the <br />Commission, as did Brian Carey (United properties) project developer (see attached minutes). <br />8.5 The Planning Commission voted (5 -1) to recommend approval of the Comprehensive Plan <br />Amendment (from LR, Low Density Residential to MR, Medium Density Residential - town <br />homes, and from GC, Golf Course to HR, High Density Residential - condominiums); voted <br />(6 -0) to recommend approval of the Preliminary Plat; voted (5 -1) to recommend approval of <br />the rezoning (from R -1, Single Family Residence District to PUD, Planned Unit Development <br />with an underlying zoning of R -6, Townhome District - town home site and R -3, General <br />Residence District - condominium site; and voted (5 -1) to recommend approval of the Concept <br />Development Plan, subject to the conditions listed in Section 8 of the project report dated <br />October 1, 2003 and the following: <br />a. On site parking being clarified for all users, either via a Proof of Parking agreement or <br />through a cross parking easement with the Country Club. <br />b. Site lighting being reviewed by staff, which lighting is not designed in such a manner to <br />impact adjacent residents. <br />The placement of mechanical units being determined and proper measures taken in design <br />and location to minimize noise and visual impacts to adjacent residents. <br />d. The hours of construction hours and contractor /subcontractor parking being regulated <br />through the PUD. <br />The applicant and City Planner working with the residents on a satisfactory landscape plan <br />that may include off site landscaping. <br />f. The applicant installing drain tile and sump pumps on the properties that he to the east of <br />the condominium parcel. <br />g.
