Regular City Council Minutes — 10/13/03 <br />DRAFT Minutes - Page 3 <br />State Retirement Systems (MSRS); and further authorize <br />staff to implement the plan as presented for the provision <br />of a post employment health care spending plan to become <br />a City benefit effective January 1, 2004. <br />Councilmember Klausing asked, "Why now;" in light of <br />the City's budget crisis? <br />Ms. Bacon noted the productivity benefits of the program. <br />Councilmember Klausing asked if staff would track city <br />time usage to see if this program made a positive <br />difference. <br />Ms. Bacon responded affirmatively. <br />Roll Call <br />Ayes: Maschka, Klausing, Kough, Schroeder, and <br />Kysylyczyn. <br />Nays: None. <br />B. Consider Medical Insurance: 2004 Health Insurance <br />Premiums and City Contribution <br />Kough moved, Schroeder seconded, approval of a health <br />insurance contract for 2004 with Preferred One, pursuant <br />to the health insurance program as presented in the staff <br />report dated October 13, 2003. <br />Human Resources Director Eldona Bacon summarized the <br />2004 Health Insurance program. <br />Councilmember Klausing asked why this program benefits <br />the taxpayers of the City. <br />Ms. Bacon noted a competitive marketplace for <br />employees. <br />Al Sands, 2612 Aldine <br />Ms. Sands asked about the differences between the two <br />plans, and about subsidizing employees with families.
