UNITED PROPERTIES <br />September 4, 2003 <br />Mr. Thomas Paschke <br />City Planner <br />Planning and Zoning <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />RE: Proposed Midland Hills Residential Development <br />Dear Thomas: <br />Attached is application and submittal materials in support of a request by United <br />Properties for preliminary plat, and site plan approvals for a property located on both <br />side of Fulham Street just north of Roselawn Avenue. The property consists of two <br />separate lots on either side of Fulham Street. United Properties is currently under <br />agreement to purchase these lots from Midland Hills Country Club. The proposed use <br />for the property is 37 residential units, which consist of 6 town homes on the western <br />parcel (Site A), and a 30 -unit condominium on the eastern parcel (Site B). <br />Enclosed with the submittal materials are applications for a Comprehensive Land Use <br />Plan change, a Division of Land Application, and a request for a Planned Unit <br />Development. The gross area for Site A is 1.06 acres and the gross area for Site B is <br />2.99 acres. The existing zoning for both sites is R1, and the Comprehensive Land Use <br />for this site is currently designated as golf course. <br />The site is generally characterized as flat with slight elevation changes around the <br />northern property boundaries. There is also a series of low areas that contain isolated <br />low -grade wetlands. The delineation of the existing wetland boundaries is included <br />within the existing Conditions and Boundary Survey. Peterson Environmental <br />Consulting completed the original delineation on May 5, 2003. The total areas of the <br />wetlands on the site are approximately .7 acres contained in two separate basins. The <br />basin on Site A is .068 acres, and .64 acres on Site B. Both sites are partially wooded <br />with a mixture of softwood and hardwood deciduous trees. Most of the tree cover exists <br />primarily on the lower ground adjacent to the pockets of wetland vegetation and existing <br />wetlands. <br />Existing adjacent land uses include Midland Hills Country Club to the north, existing <br />single - family homes to the east and west, along with a park and the University of <br />Minnesota Golf Course to the south. <br />3500 West 80th Street, Minneapotis.
