4.0 REVIEW of PROJECT: <br />4.1 The project area consists of approximately 4.2 acres, of which roughly 1 acre is existing non - <br />DNR wetland and ponding for the new parking lot and club house. The town home lot is 1.06 <br />acres and the condominium lot is 3.15 acres. <br />4.2 To the south of Roselawn Avenue are the cities of Lauderdale and Falcon Heights. Their north - <br />south boundaries meet at Fulham Street. The adjacent land uses include the Midland Hills golf <br />course and club house (approximately 155 acres) to the north, a 7.3 acre community park <br />(Lauderdale) and the 141 acre U of M Golf Course (Falcon Heights) to the southeast, 3 <br />residential properties to the west, and 5 eastern residential properties. <br />4.3 Roseville's policy has been to use site - specific Planned Unit Development (PUD) zones and <br />development contracts in redevelopment areas with mixes of uses. Midland Hills and its mixed <br />residential uses will be a PUD zone, specific to the 4.2 acre development site. <br />4.4 In May 2003 the Planning Commission provided United Properties comments and direction <br />regarding a sketch plan proposal. United Properties also held neighborhood meetings <br />regarding the proposed development. Given the comments from both staff and the adjacent <br />residents, United Properties revised the site plan, condominium footprint, and building <br />elevations, and submitted plans for a 30 unit condominium and 6 town home units (a total of 36 <br />housing units on 5.5 acres or about 6.5 units per acre — a medium density project when looked <br />at in its entirety). <br />PUBLIC INFRASTRUCTURE: <br />4.5 The proposal for the condominium and town home development does not require any new <br />public infrastructure. However, there is an existing sanitary sewer, water main and storm sewer <br />that must be relocated and their easement vacated. The sewer lines will be reconstructed within <br />a newly dedicated easement. <br />4.6 Fulham Street (32 feet wide) has adequate width to support the project and the Country Club. <br />(Fulham Street connects directly to a county collector street — Roselawn Avenue). <br />4.7 Specifically, an existing sanitary sewer and lift station lie in the northeast corner of the town <br />home parcel- west of Fulham- with the sewer line traversing the parcel in a northwesterly <br />direction, currently lying under the proposed northern town home unit. <br />4.8 A storm sewer line is located at the southern portion of the town home development traversing <br />the parcel in a northwesterly direction, currently under the proposed southern most unit. Storm <br />sewer eventually runs north and west away from Roselawn. The Public Works Department is <br />not opposed to vacating the existing easements, rededicating new easements and relocation the <br />utilities, but the cost of such a project would be the responsibility of Midland Hills and/or the <br />Developer United Properties.
