Roseville City council Minutes, November 9, 1 99 8
Page 2of2
Engine dear -old fire engine is out of service. A report from the repair garage indicates "the pump
transmission damage was caused by the catastrophic failure of the outboard bearing. The bearing race split and
caused severe damage to the output shaft, shaft housing, hearings and seal." The estimated cost to repair the
engine is $4,500. The vehicle repair budget will not support the repair of the vehicle. Give the age of the
engine and the potential for other repairs in the fat ure, it is questionable as to whether or not it is financially
prudent to repair, versus replacement.
Engine 31 (17 gear -old fire engine) has developed a significant engine problem that will require an in- frame
engine overhaul. Two estimates were obtained to repair this vehicle. The lowest estimate was $9,250. Again,
given the age of the engine and the potential for other repairs in the future, it is questionable as to whether or
not it is financially prudent to repair, versus replacement.
The 2004 proposed budget for the fire department has $380,000 for the purchase of one fire engine to replace
two older fire engines, i consi ste t with the Cl!y Manager's proposed cost reduction Lan for 2004 to reduce
fhe number of fire engines from 5 to 4, This reduction in the fleet ill not have a negative impact on our ISO
rating or the service provided to the community. The Roseville Fire Department enjoys an excellent working
relationship with neighboring departments and is an active participant in a mutual -aid system that allows us to
call for engines (and personnel) from other communities for large fires.
The fire apparatus vehicle replacement fund has balance of $643,000. Funds authorized to purchase a fire
engine would not impact the 2004 tax lever. If the Council would authorize the purchase of fire engine in
2_0037 it would require an amendment to the 2003 budget.
POLICY IMPLICATIONS: The fire department is seeking inputldirection from Council on the options to
repair or replace Engine 31 and/or Engine 32. The options staff has identified include.
OPTION 1: Council does not authorize the repair or replacement of any fire apparatus.
OFTIO 2: Counci 1 authorizes contingency funds to repair Engine 31, but not Engine 32.
OPTION 3: Council authorizes contingency funds to repair Engine 32, but not Engine 31.
OPTION 4: Council authorizes contingency funds to repair Engine 31 and Engine 32.
OPTION 5: Council authorizes the fire department to advertise for bids to replace the two older engines with
one new engine.
FINANCIAL IMPLICATIONS: The cost to repair Engine 31 is estimated at $9,250. The cost to repair
Engine 32 is estimated at $4,500. It is important to understand that the repair costs are estimates and the actual
cost of the repair could exceed the estimate. The cost to purchase one new engine to replace the two older
engines would not exceed the allocated. $380,000. Funding for the repairs would come from the city's
contingency account. Funding for the purchase of a new vehicle would come from the Eire vehicle
Replacement Fund.
TA FF RE oMAIIENDATIOI : Staff recommends the repair or replacement of the fire engines 31 and/or 32.
COUNCIL ACTION REQUESTED: Motion on to approve one of the following.-
Repair of Engine 31 and/or Engine 32 with funds go come from the City's contingency account.
OR
Author' ze the fire department to advertise forbids for a fire engine to replace Engines 31 and 32.
