1 ' t <br />Housing & Redevelopment Authority <br />McCarrons Neighborhood Study <br />(September 16, 2003) <br />INTRODUCTION <br />The quality of life in our residential neighborhoods is of interest to all residents, but especially <br />those in neighborhoods where there are is a more complex mix of land uses and building types. <br />In these areas} redevelopment and change must be `context sensitive" — blending in with the <br />existing uses and architecture. And, these issues that affect one neighborhood (or development <br />area) usually affect manor neighborhoods and community priorities. Roseville recognizes that we <br />are linked together and consequently it is important that residents,, property owners and <br />developers create mutually acceptable solutions. <br />PROJECT DESCRIPTION <br />During the next six months, the <br />City Council and the Roseville <br />Housing and Redevelopment <br />Authority (HRA) are interested <br />discussing the potential <br />redevelopment of a parcel at 185 <br />North Mc arrons Boulevard <br />owned by developer Dennis <br />uptil. This 2.5 acre residential <br />site (with one vacant house and a <br />pond) is an opportunity to create <br />many types of new housing such <br />as work force housing, senior <br />IkkC arrons Neighborhood <br />Study Area <br />! 44 <br />- <br />iiivrre - <br />Z <br />%uft saws <br />._ <br />housing, neighborhood or church-marketed housing, a housing cooperative or <br />condominium. The City's current Comprehensive Plan designates the Guptil site for high <br />density housing (18 or more units per acre) and recommends that any neighborhood <br />redevelopment be done in coordination with future park and residential uses that may <br />occur on the adjacent Armory site. (The current zoning of the site is R -1 single family — a <br />rezoning would be necessary.) <br />r <br />
