The study would explore the following <br />interrelated issues: <br />What is the current "body of knowledge" regarding the water, traffic, and land use <br />problems that can be offered to residents and the City? (It is not anticipated that a <br />"new' body of research will be compiled by outside experts without HRA <br />approval.) <br />1. what are the positive features of the neighborhood? Has property in the <br />neighborhood been growing in value at the same rate as others in Roseville? <br />What are the housing types, values} and needs in the area? what is the <br />condition of existing housing including single family, multi - family owned and <br />rented properties. <br />2. Future land use (what are appropriate short and long term land uses within and <br />adjacent to the neighborhood). <br />3. Dernographics — who lures and works here now and what can be protected for <br />e future? <br />4. Traffic issues (especially access and road capacity). <br />5. Environmental regulations (e.g. storm water and subsurface water quality and <br />quantity, noise, air quality, etc.) what role does the Capitol region watershed <br />play in the neighborhood's <br />6. Fights and responsibilities (e.g. property owners, developers} City, HRA, <br />County, etc.). <br />7. Future of the Armory and many commercial sites on Dice Street. <br />8. What role do the churches and the Roseville School District play in the <br />neighborhood? <br />9. What role can be played by the HRA? what roles can the Planning <br />Commission play? <br />3 <br />
