Are there other issues to which changes should be considered (e.,g. housing conditions} water quality improvements, storm grater storage or diversion, business hours of operation, noise restrictions, traffic lights, open spaces and parks, controlled access points} location of access points, etc.)? Should there be a change in Comprehensive Flan and/or the City Zoning Map in or near the Guptil site at 185 Mcarrons Boulevard (and perhaps in the nearby neighborhood), and} if so, why and to what other uses? what is the future plan for the Galilee Church and the Armory as they relate to the Guptil site and surrounding neighborhood? What role does the developer, the HIA, public and private sector, church and school} play in improving or changing the neighborhood? How should loseville's efforts along the south Dice Street corridor (south of Highway 36) be coordinated with Maplewood, the County and State's What role should the Capitol legion watershed play? Should the DNR and the County be asked to participate based on their jurisdiction on Mc arrons Lake and the County Park, respectively? What public "experts" are available to help with the study? The study process will access and utilize the resources of the Roseville Community Development, the HA, and Roseville public works Departments and other agencies as part of the fact finding mission. The study may involve other members of the neighborhood for information, subgroups, and other work teams as needed. The study is estimated to tape four months. The study, once approved by the HRA} could begin in early October and end in late January. At least two neighborhood meetings will be held. between October and December with a final presentation to the McCarrons Neighborhood Association, the BRA, Manning Conurdssion and City Council tentatively scheduled for February or March, 2004. The study could eventually produce a formal amendment to the City Comprehensive flan and/or a change in zoning. �l
