4.4 The Mogg development will require grading of the area where the proposed town homes <br />will lie. The existing parcel slopes southwest into the wetland and upon completion of <br />the grading for the proposed development, the parcel will still slope to the southwest. <br />However, storm water drainage of the joint and individual driveways will require some <br />form of runoff management. The grading/drainage plan for this development will require <br />the approval of the Grass Lake watershed and the Roseville Engineering Department. <br />Based on the proposed grading plan all town home units will be walkout units, <br />4.5 City sanitary sewer will be extended from the existing line on the south side of County <br />Road C and City water main extended form the north side of County Road C. All utilities <br />are proposed within the driveway and individual service connections to each residential <br />lot being extended from the main line. <br />4.6 The parcel is located adjacent to a large wetland for which a minimum setback of 50 feet <br />is required. The proposed town homes are set back a minimum of bo feet and as much as <br />100 feet from the wetland. The northeastern most town home is setback a rninirnum of <br />30 feet from the property line adjacent to County Road C, while the southeastern most <br />town home is setback a minimum of 28 feet from the east property line, that boundary <br />separating the Mogg parcel from the single family homes along Cohansey Street. <br />4.7 The Roseville City Code requires new two - family attached units to have a minimum <br />structure setback distance between buildings of 20 feet. The proposed PUD has a <br />minimum structure separation of 20 feet. <br />4.8 Traffic generation (Source: Institute of Traffic Engineers -- Traffic Generation Manual) is <br />estimated to be from 7 to I I vehicle trips per housing unit or a total of 49 to 77 trips per <br />day which will enter or leave the site during a given 24 hour day. County load <br />between western Avenue and Dale Street had a 2000 ADT (average daily traffic) of 9900 <br />trips per day and is not at capacity for an "cross-community" County road and can easily <br />absorb the added trips (a "trip} is defined as one vehicle entering or leaving a lot). It is <br />estimated that County Road C between western Avenue and Dale Street will have 20 10 <br />A.DT of 13, 100 trips per day and a 2020 estimate of 16, loo trips per day. The road is in <br />the County improvement program, but no date for reconstruction has been set. <br />4-9 Utility services — City water, sanitary surer} and storm surer have the required capacity <br />in this area to serve the proposed development. <br />4.10 The attached proposal illustrates the proposed driveway, house pads with structure <br />footprint and driveways, common area* and other improvements. <br />F3489 RCA FUD Concept 091 503 Page 4 <br />
