5 *0 STAFF COMMENTS and FINDINGS: <br />5.1 The land use, 3 structures with 2 town home units each, is consistent with the <br />Comprehensive Plan designation for the area} the proposed density of 1.6 units per gross <br />acre is within the Zoning Code density of 4 units per gross acre. There appears to he a <br />demand for this type of lour maintenance} high value, town home unit, which is more <br />consistent with the rambler style of architecture in this portion of the cormunity. <br />5.2 The Comprehensive Flan Goals and Policies include the following direction: Roseville <br />Comprehensive Plan - 2000 Update Goals and Policies <br />- page 7 of 21 <br />C. RESIDENTIAL POLICES <br />The city will: <br />1. Adopt flexible standards for new single family and multi-family housing developments <br />to allow for- innovative development and more efficient densities. It is not the goal of the <br />City to significantly increase overall residential densities. <br />a) Encourage higher quality mixed developments by allowing planned amt <br />developments as guided by the goals, policies, and performance standards of the <br />community with more dedication of park and open space. <br />b) Where feasible or practical, integrate neighborhood oriented retaill service <br />businesses (within walking distance) into the mixed used project. Consider such <br />mixed use developments in areas where change is already underway. <br />c) Encourage innovative high quality planning and design Bin residential <br />developments that cater to the life style r: f e cycle of present andfuture residents. <br />Higher quality development may include such improvements as masonry <br />exteriors, higher window and wall insulation packages, underground parking, <br />more usable open space than normally required, porches, landscaping, <br />underground parking: and amenities packages with In each unit. <br />7. Men approving a residential Planned Unit Development, require better quality with <br />established criteria for open space, a "sense of place ". and quality materials. <br />8. Encourage the development of well - designed rnultiplefarnily dwelling projects which <br />are compatible with adjacent rises.
