5 a7 This development project is located within the Grass Lake watershed and its grading and <br />drainage plan must be reviewed by the watershed. Further, the Roseville Engineering <br />Department must review and approve these plans as well to ensure consistency with <br />Grass Lake's approval and the City Code requirements. The plans submitted for <br />'deration are only preliminary and may see changes before the final design is <br />complete and approved by the required agencies. A utility and drainage easement is <br />required around the periphery and must ten -feet in width (where no matching easement is <br />available). <br />5.8 Impervious coverage for the proposed development, ' ncluding the existing hone is <br />estimated at 25,113 sq. ft or 23.6% of the net developable land area (106,359 sq. ft). A <br />single family residential development of 4 to 6 lots <br />5.9 Utility services (City water, sanitary sewer, and storm sewer) will be provided from <br />existing services within the County Road C right -of-way. In the case of the proposed <br />water main, there should he two fire hydrants provided on the site. The first hydrant <br />should be located near the entrance and the second hydrant at the proposed location near <br />the southeast units. The proposed drainage plan and storm surer design is generally <br />acceptable. It has not been concluded that a storm water management pond is necessary. <br />Staff's preference is that other options be considered and implemented, such as <br />infiltration areas or rain water gardens, to eliminate the impact on the slope. The sanitary <br />surer location is acceptable and appears to be adequate to serge the site. The developer <br />will be responsible for the installation of all utilities and a Metro SAC (sewer availability <br />charge) of $1,200 per unit. <br />5.10 Park dedication for the 7 lot (and outlot) subdivision must either be a land dedication in <br />an amount equal to 10% of the total development area or 17,606 square feet, or a cash <br />payment in lieu of land dedication amounting to $1,000.00 per lot or $ h,000.00. This item <br />will be forwarded to the Farb & Recreation Commission for review and recommendation <br />on the park dedication requirement. <br />5.11 The proposed development project indicates that 27 existing trees will be removed from <br />the site, including 2 hackberry, 8 boxelder, 4 elm, 2 ash, 4 walnut and 7 maple. All <br />remaining trees will be preserved and protected during construction. <br />5.12 The Development Review Committee suggests the following items /modifications be <br />considered by the Planning Commission for possible inclusion in their recommendation <br />to the City Council. They include: <br />Using the Boundary, Topographic & Tree Inventory plan, create a tree <br />preservation plan that specifies those periphery trees that will be properly <br />protected and preserve throughout the sites developments. <br />Submittal of a revised landscape plan that incorporates shrubs and perennials <br />within planting beds throughout the development (additional detail). <br />PF3489 RCA PUD Concept 081803 Page 6 <br />
