Regular City Council Minutes — 07/21/03 <br />DRAFT Minutes - Page 13 <br />enhancements (i.e., ornamental lighting) to enhance <br />recently- completed building facade improvements. Mx. <br />Rancony cited rationale for the request, including the Lack <br />of sufficient lighting in the area, creating security issues. <br />Mr. Rancvny stated that Roseville Properties had <br />illuminated their buildings as much as possible; cited their <br />willingness to absorb the majority of the cost for this <br />upgrade; and encouraged Council support of this <br />improvement. <br />Councilmember Maschka. opined that it would be more <br />prudent to continue the ornamental lighting for the entire <br />Oakcrest Avenue strip to provide uniformity. <br />Public Works Director Duane Schwartz sought City <br />Attorney Anderson's review of procedural issues related to <br />increasing the scope of the proposed project. <br />Mayor Kysylyczyn reiterated his previously stated <br />preference for Council consideration and establishment of <br />a Special Service District to accommodate these types of <br />projects, which would provide funding for ongoing <br />maintenance costs. <br />Councilmember Kough cautioned whether the Council <br />wanted to set a precedent; and supported any costs <br />incurred be borne by the property owners benefiting from <br />the project. <br />Councilmember Schroeder sought clarification of the Xcel <br />Energy policy regarding ownership and maintenance of <br />the fixtures; with Ms. Bloom responding as to Xcel <br />Energy policy of turning over ownership after twenty (20) <br />year to the municipality. <br />
