City tanager's 2004 Budget Recommendations <br />VILImpacts on Residents (and a Few Comments abou <br />What Is Not Being Cut) i <br />cannot describe with mathematical precision exactly what impact each <br />of these outs would have on the residents of Roseville. what follows, <br />however, are a few well - informed, I hope, impressions about those im- <br />pacts. Mostly, I urge us all -- Councilmembers, Community, and Staff - <br />to explore and discuss impacts in detail at Council work sessions on the <br />budget. I know we can listen and learn from one another. <br />Snow will be plowed from City streets and trails pretty much as it <br />is now. The reduction in overtime will have some negative effect on <br />our ability to plow on weekends. We may have to flex City staff, <br />which means they come in on the weekend to plow but are re- <br />leased from normal duties on a weekday. 'Thus, some other jobs <br />they would otherwise do on that weekday, such as sign fabrication <br />or any number of other maintenance projects, would take longer <br />and fewer of those projects would be completed. But something <br />has to give. I any not proposing at this time to move from a two inch <br />standard to three inches or more before snow plows are sent out <br />as Bloomington is Ting -- though that is something to consider. <br />However, we may not be as prompt in responding as in the past, <br />especially on weekends, and this would inconvenience some motor- <br />ists and pedestrians. In addition, if we flex staff to plow on week- <br />ends then other lower priority weekday jobs will take longer or not <br />get done at all. <br />Grass and grooming in City parks would be handled pretty much <br />as it is now. There may be a little less frequent mowing. There <br />may be a decision to let some lesser -used areas naturalize rather <br />than be mowed all the time. But the parks will look about the sane <br />as now. In the long run, I favor reducing widescale City mowing by <br />25% and emphasizing more fine grooming of the maintained areas. <br />Cutting internal support staff means more work must be done by <br />other staff... which means those staff members can't complete as <br />many City projects and can't complete projects as quickly. There <br />would also be some transition issues connected to a support pool <br />concept. For example, all of us would probably make more mis- <br />takes dealing with phone and front counter situations we are net <br />familiar with, All of this would inconvenience some members of <br />the public. <br />
