1) Public hearings to be held in front of Public Works Commission on all shelter <br />placements; <br />2) All shelters should be lighted <br />3) Teed/ridership demonstrated, i.e. intersection of major routes, number of <br />hoardings, etc. <br />4} Permits obtained from roadway jurisdictions to make sure they meet sight <br />requirements, setbacks, etc. <br />5) Shelters should not impede pedestrian traffic <br />6) Compliance with AIWA requirements <br />7) 50% of advertising should be generated by local firms - -north suburban area <br />All Commission members felt benches were appropriate at shelter sites; however, one member <br />felt both benches and shelters should be from the same provider to avoid possible maintenance <br />conflicts. To move forward on this item, the Council will need to give final approval of the <br />proposed non - exclusive transit stop shelter franchise ordinance. The Council may want to also <br />approve the siting criteria as recommended by the Public forks and Transportation Commission <br />and decide the issue of whether co- location at transit shelter sites will be allowed. <br />Item 2: The approval of the non - exclusive transit shelter franchise negates the need for the <br />shelter language that was added to Ordinance No. 1 267 in 2002. Staff proposes the changes to <br />the existing ordinance as shown in Attachment D, an Ordinance Amending Chapter 7, Section <br />703.05 of the Roseville City Code Concerning Bus Benches. <br />Approval of these changes separates the requirements for transit shelters and bus benches into <br />separate ordinances. The proposed changes increase the fee for the annual permit for each bone <br />from 5 to $35. It also authorizes the Public Works Director to require the placement and <br />maintenance of trash receptacles at bench locations on an as needed basis. A hearing for public <br />input in front of the Public works and Transportation Commission would be held annually on <br />the bench site application. <br />1"19 J_ <br />Item 1: Fold a second reading and enact an ordinance entitled 'Won Exclusive "Transit Stop <br />Shelter Franchise." <br />Item 2: Hold first reading of an ordinance amending Chapter 7, Section 703.05 of the Roseville <br />City Code concerting bus benches. <br />
