City of Roseville - City Council Minutes for May 12, 2003 Page Iof3 <br />Attachment A <br />Hearings,, continued <br />A. consider Bus Shelters and Bus Benches in Roseville <br />Public Works Director Duane Schwartz reviewed the staff report dated May 12} 2003 <br />providing background information; and further discussions held with representatives of <br />the bench company and the shelter company in an effort to achieve common ground <br />for positioning shelters and /or benches and development of applicable ordinances <br />and/or franchise agreements. <br />council mem ber Masch ka requested that staff provide maps of these sites that appear <br />to be in conflict. <br />Mr. Schwartz advised that Outdoor Promotions was still reviewing the agreement, <br />reviewing a potential twenty sites under their proposal, and right-of-way issues. <br />cou n ci I member Masch ka stated his position and intent in not putting one business out <br />of business in order to accommodate another; encouraged co- location and cooperation <br />between both parties to achieve their respective goals; and was not in support of <br />exclusive locations for either party. counctlmember Maschke spoke to the length of <br />time U.S. Ben ch had been operating within the City. <br />ouncilmember Dough spoke of his recent observance of benches /shelter use; <br />recognized the length of time U.S. Bench had operated in the City; and spoke against <br />regulations requiring U.S. Bench to remove existing beaches. councilmember lough <br />commented on possible ordinance amendment regarding co- location beaches and /or <br />shelters; his desire to hear the comments of the Metropolitan Transit representative in <br />attendance at tonight's meeting; expressed concern regarding national versus local <br />advertising participants; and was pleased that the litter issue around benches was <br />being addressed. Co unci I mernber Kou g h further expressed concern regarding bench <br />and /or shelter locations not having concrete pads and recommended that be a city <br />requirement; and encouraged the companies to work closely in maintaining the areas. <br />Coun ci I mere ber pausing expressed his preference for siting benches and /or shelters <br />based on ridership needs rather than the desires of the companies; whether in high or <br />low- traffic areas; residential or commercial areas; space available and right-of-way <br />practicalities; and looked forward to hearing from the Metropolitan Council <br />representative on their experience in siting. <br />councllmember Maschka sought clarification prior to council decision - making on which <br />sites remained in controversy between the parties. <br />councilmember Dough opined that shelters and beaches were not just used for riders <br />of mass transit, but as convenient resting areas for pedestrians. <br />Rich Rovang: Metropolitan Transit Director Engineering and Facilities <br />Mr. Rovang stated that //Metropolitan Transit oversaw approximately 800 shelters <br />throughout the metropolitan area, with 13 full -time staff people responsible for the care <br />of those and Park and Ride sites. Mr. Rovang advised that Metro. Transit shelters are <br />generally located to serge ridership at specific locations, based on the criteria of a <br />minimum of 25 board i ngs per day to consider installation. <br />Mr. Rovang advised that the motivation for a shelter or bench vendor was for <br />advertising visibility; and encouraged the council to continue pursuing maintenance <br />frequency stipulations and company response times for complaints, recommending <br />each be labeled with a phone number contact to report incidents, concerns, or <br />http: //ww .cl.roseville.rnn.us/ council /meetings /minutes / 003 /MnO3O5l2.htm 7/17/2003 <br />
