Transit shelters, but those of <br />commercial vendors; and considered that to be a future challenge for the city in <br />enacting ordinance or franchise agreement options. Mr. Rovang opined that Metro. <br />Transit encourages co- location of benches and shelters, and saw no potential conflict <br />in doing so. <br />Mayor l ysylyczyn referenced correspondence from March of 2002 to the Maplewood <br />City council regarding Metro. Transit's intent to install additional shelters throughout <br />the metropolitan area, which was prior to durrent budget constraints. Mayor Kysylyazyn <br />also referenced an April 16, 2002 City of Maplewood staff report that addressed <br />various concerns in Maplewood regarding placement of benches and /or shelters <br />related primarily to maintenance issues, which he commented on in more detail later in <br />the discussion. <br />councilmember Klausing expressed appreciation to Mr. Rovang for his insight and <br />comments, but asked for further comment regarding co- locating benches in areas <br />where there were right -of -gray issues and apparent conflicts. <br />Mr. Rovang recognized Councilmember Isla using is concerns, but reiterated that he had <br />no information that would provide objections to benches co- located at shelters; and <br />acknowledged a significant number of co- locations of which he was aware of in the <br />metropolitan area. <br />Mayor lysylyczyn questioned the expressed concerns, given the non - profit status of <br />Metro. Transit. <br />ou nci l member Schroeder concurred with-,concerns expressed by Councilmember <br />Klausing; seeking guidelines from Metro. Transit regarding distances on co- located <br />sites. <br />Mr. Rovang advised that the only concerns Metro. Transit would have were regarding <br />effects on the ability to access the bus, or safety - related issues; further stating that <br />Metro. council reserved the right to remove anything impending those specific issues. <br />Mr. Rovang commented on the expertise of U.S. Bench personnel in respecting these <br />issues. <br />ouncilmember Dough again encouraged the local advertising achieved by U.S. Bench <br />and its advantage to the community; and sOuggested that ordinance language be <br />changed to remove requirements for only one bench and /or one shelter per site. <br />ou nci I mem ber Schroeder expressed his indecisiveness regarding the issue, stating <br />the City's main justification should be accommodating riders and routes. <br />ounci I mem bers iVlasch ka and Klausing concurred. <br />ouncilmember Klausing, reiterating Councilmember Maschka's earlier questions, <br />asked staff for specific locations which are in conflict, recommending that each site be <br />evaluated individually. cou ncil rnernber Klausing using suggested the Public Works and <br />Transportation commission might `be the entity to review future placements, unless a <br />dispute arose. <br />Public Works Director Duane Schwartz advised co uncilrnern bers that representatives <br />of Outdoor Promotions had decreased their list of conflicting sites from approximately <br />20 to 1 1 ! and further advised he would have conflict site information available when <br />this item next appeared on an agenda.
