8.5 Signage must be an integral part of the development. Monument si gnage must be <br />designated on the site, and meet all size and setback requirements. <br />8.6 Dedication of land for right -of -ways and any pond or utility easement required by the <br />Watershed must occur prior to the issuance of building permits. <br />8.7 Park dedication, as required by the City Code, Section 1103.07, must be reviewed by the <br />Park and Recreation Commission (estimated meeting date — May 6, 2003) with a formal <br />recommendation being received before final Council approvals are granted. <br />9.1 On April 2, 2003, the Roseville lle planning Commission held the public hearing regarding <br />the Good Samaritan Society request. At the hearing three adjacent residents addressed <br />the Commission with questions regarding the request, for which Staff answered. The <br />Commission also asked staff for clarification on a few items regarding the proposal. (see <br />attached draft minutes) <br />9.2 The Commission voted (7-0) to recommend approval of the request for preliminary plat <br />approval; recommend approval of the rezoning from B -1 (Limited Business District) to <br />PUD with an underlying zoning designation of R -3 (General Residence District); and <br />recommended approval of the General Concept PUTS, subject to the conditions indicated <br />in Section 8 of the project report. <br />10.0 SUGGESTED CITE" COUNCIL ACTION: <br />10.1 The City staff and Planning Commission have determined that this project is consistent <br />with the direction provided by the Comprehensive Plan which encourages housing <br />diversity and revitalization. The Planning Commission and City Staff recommend the <br />City Council take the following action: <br />10.2 By moflon APPROVE the PRELIMINARY PLAT for Good Samaritan Society, <br />creating one lot, with easements and right -of -war dedications as required by the <br />l oseville's Public works Department, Ramsey County, and Capital legions watershed. <br />10.3 By motion, APPROVE E the GENERAL CONCEPT PUD PLAID for a three story, 50 <br />unit senior housing complex with underground and surface parking, and associated site <br />improvements, subject to the conditions listed in Section 8 of this project report. <br />10.4 By motion, HOLD FIRST READING of an ordinance REZONING the subject <br />property from D -1, LIMITED BUSINESS DI TRIUCT to PUD, with an underlying <br />zoning of R -3 GENERAL RE IDENCT DISTRICT (final approval of the rezoning <br />will occur at the time after the Roseville City Council approves final plans and <br />documents). i <br />Prepared by: Thomas Paschke, City Planner, 651- 490 -2236 Attachments: Location map, aerial photo, <br />narrative and proposed plans. <br />PF3460 -- RCA PUD Concept 042803 page 6 <br />
