Regular City ouncil mutes -- 4/28103 <br />DRAM' Minutes - Page 5 <br />purpose in providing additional lighting; and that the <br />equipment would be adequately screened. Mr. <br />Welsch advised that both staff and the Planning <br />Conums-sion (on a 611 vote) were recommending the <br />project as presented. <br />Initial discussion items included screening material <br />(i.e., vegetation and wooden fencing); revenue- <br />generating status of the pole; and potential location <br />of the poke and facilities within a central area (i.e., <br />water tower), <br />Mr. Welsch introduced Larry Coleman representing <br />Qwest Wireless, the applicant. <br />Mr. Coleman advised Councilmembers that their <br />firm had considered the water tower location, but it <br />was not suitable during peak holiday seasons at the <br />Rosedale mall to eliminate their coverage gap. <br />Mr. Coleman advised that their company's other <br />poly, in the Cleveland Avenue and County Road C <br />area would be so close to the water tower site, <br />coverage would overlap, yet leave a coverage gap <br />along Highway 36 where it was most needed. <br />Mayor Kysylyczyn sought clarification from staff <br />regarding FCC rules regarding municipalities <br />granting requests for cell phone towers and <br />regulations regarding placement; and potential <br />additional applicants on the proposed monopole. <br />Mr. Coleman advised that other applicants would be <br />able to attach below Qwest on the monopole even <br />though it is a low site, as it has natural elevation in <br />the aria. <br />Mayor Kysylyczyn discussed other potential sites <br />(ixk,office buildings) that the applicant could use. <br />Mr. Coleman cited rationale for the other locations <br />
