Plannin He 3473: Request by the Minnesota State Fair for an amendment to <br />3 their Interim Use Permit to include two additional park- and -ride sites (Centennial <br />4 United Methodist Church, 1524, County Road C -2, and Roseville Lutheran <br />5 Church, 1215 I oselawn Avenue). <br />6 <br />7 Vice Chair Mulder opened the hearing and requested City Planner Thomas Pasche <br />8 provide a summary of the project report dated May 7, 2003. <br />9 <br />10 The Minnesota State Fair seeks an amended Interim Use Permit (approved 3/4/02) to <br />11 allow the operation of two additional parr & ride lots (Centennial United Method Church <br />12 & Roseville Lutheran Church), which if approved, the total number of park & ride sites <br />13 will increase to 9. <br />14 <br />15 Based on the information provided, the Community Development staff recommends <br />16 approval of the additional two sites into the existing Interim Use Permit, allowing for <br />17 temporary off - street parking of vehicles and bus transportation to the Minnesota State <br />18 Fair Grounds, Centennial United Methodist Church (206 stalls), 1524 County Road C-2,, <br />19 and Roseville Lutheran Church (215 stalls), 1215 Roselawn Avenue, subject to the <br />20 following conditions: <br />1 <br />a. The fours of operation at each of the seven sites are limited from 8 a.m. to <br />23 midnight during the 12 -day Minnesota State Fair. <br />24 b. Each site must have a minimum of one portable restroom that is cleaned on a <br />regular basis (every four days) . <br />6 c. Each site must have trash containers appropriately placed throughout the site to <br />27 encourage use. Each trash container must be emptied daily. <br />8 d. Each site must be monitored (walked by volunteer staff) hourly between the hours <br />29 of 8 a.m. and 7 p.m. and every half hour between the hours of 7 p.m. and <br />30 midnight. <br />31 e. Each site is allowed directional signage and a "lot full" not exceeding 28 inches <br />32 by 36 inches. Directional signage must be placed on the site directing users away <br />33 from local residential streets. Set -up and takedown of directional signage and <br />34 other pertinent information must tape place daily. <br />35 f. All bus traffic must take place on collector or arterial roads. <br />36 g. The City has the ability, should certain altercations, events, or issues arise, to shut <br />37 down a lot if deemed necessary by the City Manager or his/her assignee. <br />38 h. The Conununity Development Staff, based on citizen complaints, will <br />39 administratively review each HJP to determine whether modifications are <br />40 necessary and forward for appropriate action. <br />41 i. The Inten'm Use Permits have a four -year time line expiring in September 2006. <br />42 j. Each site must have a certificate of insurance with the Minnesota Risk <br />43 Management Division for liability. <br />44 <br />
