All proposais were in accordance with <br />the Request for Proposal documents and its requirements. A brief timeline of the entire proposal and <br />review process follows: <br />• Proposals received from seven firms on May 21, 2003. <br />• Copies of each proposal received were provided to the City of Roseville on May 21, 2003. <br />• A proposal spreadsheet for scope review was generated by McGough and if necessary, brought to <br />equilibrium.
