Regular City Council Minutes — 6/02/03 <br />DRAFT Minutes - Page 23 <br />Mayor Kysylyczyn prepared to move regarding a date for <br />an official ground breaking ceremony for the Civic Center <br />improvements, as requested by staff and recommended <br />for duly 28, 2003 at 5:00 p.m. Mayor Kysylyczyn <br />questioned whether this could be incorporated into an <br />Open House. <br />City Manager Beets advised that this summer's open <br />house had been cancelled due to construction, access and <br />safety concerns. <br />After fin-ther discussion, Mayor Kysylyczyn postponed a <br />decision for several weeks to allow further consideration <br />by staff and Councilmembers. <br />B. Consider Nuisance Code Violation at 185 North <br />McCarrons Boulevard West <br />Community Development Director Dennis Welsch <br />reviewed the request to proceed with issuance of a court <br />citation for a nuisance code violation at 185 North <br />McCarrons Boulevard West, in accordance with current <br />policy. <br />Schroeder moved, Kysylyczyn seconded, directing staff <br />to work with the City Prosecuting Attorney to proceed <br />with a Ramsey County Court citation for the owner of <br />185 McCarrons Boulevard West, <br />Mr. Welsch advised that the property owner and <br />developer, Mr. Dennis Guptil, was present at tonight's <br />meeting. <br />Mayor Kysylyczyn provided background on the issue <br />regarding the City Prosecutor's contract language staring <br />that these items needed to come before the City Council <br />prior to issuance of a citation. <br />Mayor Kysylyczyn noted for the record that without this <br />provision: <br />1) Mr. Guptil would not have had a right or opportunity <br />Consider Nuisance <br />Code Violation at <br />1$5 North <br />McCarrons <br />Boulevard West <br />
