Dennis Guptil, owner of 185 North McCarrans Boulevard West Mr. Guptil advised Councilmembers that he had originally purchased the property with the indent of removing the physical structures from the property to allow for new construction. Mr. Guptil stated that, in his discussions with Planning staff several years ago, he had met with considerable resistance from the Watershed District due to the pond behind the house, making it cost prohibitive to develop the property. Mr. Guptil apologized for wasting time in correcting code violations, but stated that most findings in the staff report had been remedied; and commented that if the Council is discussing condemnation, it must mean that the City has its own d for the property. Mayor Kysylyczyn responded that the City utilized numerous tools in handling properties that are substandard, and encouraged Mr. Guptil to demolish the structures on his own, that the City only waned the property problems corrected, and had no intent, to his knowledge, of acquiring the property for development. Mayor Kysylyczyn questioned Community Development Director Welsch on staff's preference and advice on proceeding at this point; and given the housing nature of the issue, questioned the validity o#'referring the situation to the City's Housing and Redevelopment Authority (HRA)m Community Development Director Welsch advised it was staffs intent to resolve the problem, with no particular preference for the method in doing so; and concurred that
