Regular City Council Minutes — 6/02103 <br />DRAFT Minutes - Page 24 <br />to be heard on this process; <br />2) The intent of the Council's. deliberation regarding <br />issuance of a citation was not for the purpose of <br />assigning guilt, but an effort to move forward with a <br />sensible process; and opined that judges prefer not to <br />have these items presented in their courtrooms, and he <br />would not be supporting a motion to proceed. <br />Dennis Guptil, owner of 185 North McCarrans <br />Boulevard West <br />Mr. Guptil advised Councilmembers that he had <br />originally purchased the property with the indent of <br />removing the physical structures from the property to <br />allow for new construction. Mr. Guptil stated that, in his <br />discussions with Planning staff several years ago, he had <br />met with considerable resistance from the Watershed <br />District due to the pond behind the house, making it cost <br />prohibitive to develop the property. Mr. Guptil <br />apologized for wasting time in correcting code violations, <br />but stated that most findings in the staff report had been <br />remedied; and commented that if the Council is <br />discussing condemnation, it must mean that the City has <br />its own d for the property. <br />Mayor Kysylyczyn responded that the City utilized <br />numerous tools in handling properties that are <br />substandard, and encouraged Mr. Guptil to demolish the <br />structures on his own, that the City only waned the <br />property problems corrected, and had no intent, to his <br />knowledge, of acquiring the property for development. <br />Mayor Kysylyczyn questioned Community Development <br />Director Welsch on staff's preference and advice on <br />proceeding at this point; and given the housing nature of <br />the issue, questioned the validity o#'referring the situation <br />to the City's Housing and Redevelopment Authority <br />(HRA)m <br />Community Development Director Welsch advised it was <br />staffs intent to resolve the problem, with no particular <br />preference for the method in doing so; and concurred that <br />
