Summerhouse <br />incorporates a specially designed hip roof to lower overall height and has added other <br />architectural elements to further enhance each structure and reduce the visual mass of the <br />building. This could include different sets of windows, similar facade materials and treatments, <br />contextually matching brick, and dormers. <br />8.2 A conceptual landscape plan must be submitted and incorporate plantings within throughout <br />the site, especially within the street frontages and in the courtyard. Boulevard trees must be <br />consistent with the Street Tree Master Plan. Careful design must be given to the choice of <br />screening used between the parking lot and the nearby apartment complexes and the nearby <br />single family residential properties. <br />8.3 The Public works Department is currently reviewing the grading, drainage, and utility plans <br />proposed with the General Concept Plan submittal. All plans, including the location of fire <br />hydrants and utility services connections, require the approval of the Public Works Department. <br />8.4 All buildings, debris, and any soil contamination must be removed from the site prior to the <br />issuance of a building permit. <br />8.5 Signage must be an integral part of the architectural plans and sign banding and monument <br />slgnage locations must be designated on the site, and meet all size and setback requirements. <br />8.6 Sharing of parking and access must be accomplished by legal document binding all three lots. <br />8.7 Dedication of land for right -of -wags and any pond or utility easement required by the <br />Watershed must occur prior to the issuance of building permits. <br />8.8 Because this is a subdivision plat, the City "s park "cash -in -lieu" of dedication will be require <br />for this development. Parr dedication requirements are required to be reviewed by the Parr <br />and Recreation Commission, with a formal recommendation being received before final <br />Council approvals are granted. <br />9.0 PLANNING COMMISSION OI IDE ATION: <br />9.1 in February 5, 2003, the Roseville Planning Commission held the public hearing regarding the <br />Presbyterian Homes request. At the hearing the Cormnission asked a number of questions of <br />staff and the applicant regarding the proposal. Specifically, the Commission sought clarity on <br />increased traffic, parking, commercial use, and the three lot subdivision. <br />9-2 Three citizens addressed that Commission also seeping additionai information providing <br />comments to the Commission on the proposed redevelopment plan. <br />9.3 The Plying Commission voted to recommend (7-0) approval of the pre] m* plat, <br />rezoning, and general concept plan request by Presbyterian Homes to redevelop the Hnline <br />Shopping Center into a four story, 95 senior rental units, with 14,000 square feet of main floor <br />PF3421 — RCA Concept Plan - 031 003 Page 9 of l o <br />
