Rick Jopke told them that the City required <br />them to be screened and he told them to provide some <br />photographs of the "worst case view" (most visible angle) <br />when they returned for their permit. They returned with a <br />photograph and they stated that the worst case view was <br />from the north and east looking south and west toward the <br />building. From this angle (which is the angle of greatest <br />visibility), they showed that only the very top of the <br />dish was visible. They received permission to install the <br />dish based upon this representation. <br />Since then the dish has been installed and it is almost <br />totally visible when looking from the north and east to <br />the south and west. We have written a letter to Dan Ross, <br />who is in charge of leasing the center for Tanurb <br />Developments, informing him that another location will <br />need to be found for the satellite dish. Hopefully this <br />will be resolved prior to the public hearing, but if it <br />has not yet been relocated or screened, it will be. <br />Trash Handling <br />According to the project architect, one of the existing <br />trash enclosures along the back of the building will be <br />removed as part of this project. A new larger trash <br />compactor is to be sited adjacent to the building, <br />parallel to the new loading stall. The new standard for <br />trash handling equipment is presented below. The proposed <br />location would be pretty well screened from most <br />perspectives, but would fall short of meeting the letter <br />of this standard. <br />Dumpsters, trash and trash handling equipment shall <br />be stored within a principle structure, or within an <br />attached structure accessible from within the <br />principle structure and serviced by an overhead door <br />to the exterior of the facility. If the structure is <br />attached for this purpose, it shall be of the same <br />materials as the principle structure and accessible <br />to the structure from the interior and shall be <br />roofed. A facility shall be located so as to be <br />inconspicuous as possible to the contiguous public <br />right -of -way. Such trash handling equipment storage <br />areas shall be of sufficient size to accommodate the <br />separation of trash, including separate provisions <br />for paper, cardboard, glass, cans, and miscellaneous <br />refuse. <br />It should be noted that compactors such as the one <br />proposed here do offer some advantages. First, they are <br />sealed units, and thus, they do not result in trash <br />blowing around the area due to over - packing or the failure <br />
