' burden on residents. <br /> mm 3) Whether the proposed use had any bad effects on the health, safety or welfare of the City's <br /> residents. <br /> Mr. Lloyd advised that,from a staff perspective and previously-addressed concerns in <br /> loading/unloading on City streets, staff had not determined that they were enough to warrant <br /> significant effects on the health, safety or welfare of Roseville citizens. <br /> Mr. Lloyd referenced the written comments received after the packet had been distributed and <br /> provided as a bench handout, with the comments expressing concern with trash on streets near park <br /> and ride facilities. Mr. Lloyd advised that staff had addressed that comment to State Fair representatives <br /> immediately prior to tonight's meeting; and that all were in agreement and had duly noted that keeping <br /> the sites and City streets clean was a good goal for all parties. <br /> mm Staff recommended approval of the proposed INTERIM USES; as detailed in the staff report dated <br /> November 2, 2011. <br /> Discussion among Commissioners and staff included clarifying that the Interim Use was arising out of a <br /> transaction between a private property owner(church) and the Minnesota State Fair,with the City, <br /> through the Interim Use, dictating the hours, availability of a portable restroom and trash containers, <br /> but overall site management the joint responsibility of the property owner and State Fair personal; and <br /> City staff monitoring the sites periodically during the duration of the fair to ensure compliance and <br /> perform investigations based on complaints directed to staff for specific sites and issues. <br /> Further discussion included Mr. Paschke's role as the lead "enforcer" annually during the fair and since <br /> the inception of the Interim Use permits; as well as his interaction and cooperative relationship through <br /> those years with Minnesota State Fair representative Steve Grans on any issues. Mr. Paschke advised <br /> that, during that time, his experience had been that State Fair representatives had been receptive to any <br /> complaints received, and diligent and expeditious in resolving those issues on most sites. Mr. Paschke <br /> noted that there may have been some exceptions, depending on their magnitude and nature. <br /> Member Boguszewski questioned if there had been any consideration of posting contact information on <br /> the State Fair signage at the park and ride lots to provide residents and/or fairgoers with an immediate <br /> point of contact and process for complaints. <br /> Mr. Paschke advised that this information had not been provided to-date, but would certainly be <br /> something for future consideration; however, he noted that for the last five (5) years, staff had not <br /> received a lot of calls, but did note the number of e-mails included in the staff report indicating there <br /> mm were a number of concerns. Mr. Paschke noted that some of those identified concerns were not <br /> enforceable (e.g. on-street parking), with the City having previously determined through the Interim Use <br /> to not post or enforce on-street parking due to the practical enforcement difficulties previously <br /> mm addressed by Mr. Lloyd. Mr. Paschke advised that any illegal parking issues fielded by staff were <br /> mm immediately passed along to the Police Department to enforce. <br /> Member Boguszewski strongly encouraged future consideration for posting contact information on <br /> 84. signage at each temporary Park and ride site. <br /> mm Mr. Lloyd noted that,whether a specific contact person or number was included in signage,the City <br /> organization itself was small enough that any calls would be routed to appropriate staff in a timely <br /> mm ' manner. <br /> Page 2 of 5 <br />
