Attachment A <br /> A Report of the Governance and Financing Task Force for the Grass Lake <br /> Watershed Management Organization <br /> 15 November, 2011 <br /> Grass Lake Watershed Management Organization <br /> Ramsey County, Minnesota <br /> Recommendation: The Board of the Grass Lake Watershed Management Organization <br /> recommends remaining an independent organization and asking the cities of Roseville and <br /> Shoreview to institute a GLWMO specific stormwater utility fee to finance the improved <br /> organization rather than merging with either the Ramsey Washington Metro Watershed District <br /> or the Vadnais Lake Area Watershed Management Organization.
