Originally conceived as a six-lane widening <br /> project, the results of a traffic study indicate that greater improvements to levels of service <br /> can be realized through intersection improvements at Fairview Avenue and at the west ramp <br /> from Snelling Avenue without expanding the road segment between these intersections. <br /> Project Need <br /> A traffic study, performed in 2009 by SEH, Inc., indicated that while current levels of service <br /> at the subject intersections are generally acceptable, at projected volumes the operations <br /> break down and levels of service become unacceptable without mitigation. With <br /> improvements to the lane configurations at the Fairview Avenue and west Snelling Avenue <br /> ramp intersections, levels of service at those intersections, and at adjacent intersections <br /> would remain acceptable through the planning horizon year of 2030. This analysis was <br /> compared with expansion of the road to a six-lane facility and resulted in comparable levels <br /> of service with significantly less impact to adjacent properties and significantly lower costs. <br />
