Consider Approving 2012 City Council Meeting Schedule <br /> Johnson moved, Willmus seconded, approval of the 2012 City Council Meeting <br /> Schedule as presented. <br /> Roll Call <br /> Ayes: Willmus; Pust; Johnson; McGehee; and Roe. <br /> Nays: None. <br /> 14. Business Items—Presentations/Discussions <br /> a. Discuss Allocation of Bonds <br /> City Manager Malinen briefly summarized the RCA dated November 14, 2011; <br /> and staff level discussions on this first portion of the bond issue; as well as subse- <br /> quent bond issues that won't have such a time constraint. <br /> Councilmember Willmus, noting that he had requested this additional discussion, <br /> thanked staff for their comments detailed in the report; and noted his suggestion <br /> to split this first bond issue equally, with $5 million for parks improvements and <br /> $5 million for the fire station. Councilmember Willmus noted that the parks im- <br /> plementation process had identified over $5 million in needs for the first year of <br /> implementation, thus creating his rationale in this equal split. <br /> Councilmember McGehee expressed her personal interest in having had this in- <br /> formation available for initial discussions; and asked that next week's packet in- <br /> clude a schedule of"spend by" dates. Councilmember McGehee spoke in support <br /> of the $8 million and $2 million allocation as suggested by staff; allowing for ad- <br /> ditional review in April of 2012 for additional funding at that time. <br /> Councilmember Pust opined that this appeared to be a wrestling match between <br /> two departments; and since both Department Heads were currently in the room <br /> suggested that they provide input. <br /> Mayor Roe noted that itemized costs were presented previously in the Park Mas- <br /> ter Plan Implementation plan over the next five (5) years. <br /> Councilmember Pust recognized that she apparently had struck a nerve; and <br /> opined that the presentation was estimates, not direct costs; and questioned if it <br /> was necessary for the two departments to compare items. While recognizing that <br /> the monies would all get spent, Councilmember Pust suggested that additional <br /> discussion was needed in a public format, since this was a significant amount of <br />
