Regular City Council Meeting <br /> Monday, November 14, 2011 <br /> Page 8 <br /> acquisition, as well as through use of bond funds in the future, along with other <br /> opportunities. <br /> At the request of Councilmember Pust, Ms. Bloom clarified that the requested <br /> City Council action was to authorize execution of a Letter of Intent for MnDOT <br /> that the City would find approximately %2 acre of parkland as part of the City's <br /> Project Memorandum that would serve to secure the funds received by the City <br /> approximately two (2) years ago. <br /> At the request of Mayor Roe, Ms. Bloom displayed a map showing the specific <br /> parcels intended for swapping; noting that the reason this action was required was <br /> a result of unintended consequences, with the designated storm water receiver not <br /> available as part of parkland. <br /> At the request of Councilmember McGehee on the size of the intended culvert <br /> under the roadway, Ms. Bloom advised that that had yet to be designed, but as- <br /> sured that it would be adequately sized to allow water fowl to get across and to <br /> meet all requirements. <br /> Pust moved, Willmus seconded, approval of the PRELIMINARY concurrence let- <br /> ter for De Minimis request for the purchase of Right-of-Way for the Twin Lakes <br /> Parkway Twin Lakes AUAR Subarea I Infrastructure Improvements. <br /> Roll Call <br /> Ayes: Willmus; Pust; Johnson; McGehee; and Roe. <br /> Nays: None. <br /> 10. Introduction and Discussion Regarding Fire Station Building Team <br /> Fire Chief Tim O'Neill introduced presentation topics for tonight's meeting, in- <br /> cluding comparison of sustainability certification programs, potential sustainable <br /> project features, program of space needs, and a preliminary site plan(sketch). <br /> Architect of Record: Principal Architect Quinn Hutson, AIA, LLED AP <br /> Mr. Hutson introduced members of the design team and Construction Manager, <br /> those present and those unavailable tonight; and their various areas of expertise. <br /> Information was summarized in the RCA dated November 14, 2011. <br /> Several members of the design team, based on their specific areas of expertise, <br /> provided an overview of the project, with Wayne Hilbert, AIA, LLEP AP, <br /> Green Globe Professional in the area of Sustainability reviewing three basic <br /> sustainable design approaches: LEED Certification and Green Globes Certifica- <br />
