Mr. Paschke noted <br />561 <br />that this would provide for adjustment of the proposed building’s footprint, design and <br />562 <br />location, as well as access to the parcel. Mr. Paschke advised that the easement would <br />563 <br />be twelve feet (12’) wide and dedicated as part of Lot 2, and then replatted with the <br />564 <br />easement incorporated into one lot with all applicable easements then dedicated. <br />565 <br />Mr. Paschke referenced Exhibits B through G included as part of the staff report that <br />566 <br />were being modified as part of this amendment, and detailed in Sections 9.3 through 9.7 <br />567 <br />and Sections 9.9 through 9.12 specifically. Mr. Paschke advised that, to-date, staff had <br />568 <br />received no public comments in opposition, with those contacts being supportive, <br />569 <br />specifically those residents of the adjacent townhomes. <br />570 <br />Staff recommended approval of the request and three actions, as detailed in Section 7 of <br />571 <br />the staff report dated April 6, 2011. <br />572 <br />AEON Applicant Representatives, James Lenhoff, Sr. Project Manager with AEON <br />573 <br />and also present, Project Architect Michelle Botatz-Pribble. <br />574 <br />Mr. Lenhoff provided a brief background of AEON and the organization’s philosophy; their <br />575 <br />long-term ownership and management of all their projects, with on-site managers; and <br />576 <br />other projects owned and managed by them throughout the area. Mr. Lenhoff reviewed <br />577 <br />AEON’s mission to provide safe, quality homes and build quality neighborhoods within <br />578 <br />the communities in which they are located; as well as continue to invest in those <br />579 <br />communities through connecting people, residents, and community amenities. Mr. <br />580 <br />Lenhoff noted the neighborhood meetings held by AEON to-date with area residents as <br />581 <br />Phase I and Phase II of the Sienna Green project proceeded; and their commitment to <br />582 <br />enhancing environmental, safety, and landscaping amenities for their projects, as well as <br />583 <br />for adjacent property owners. Mr. Lenhoff noted that “AEON” meant “forever,” and <br />584 <br />appropriately reflected their mission as environmental stewards by addressing <br />585 <br />stormwater and energy sustainability, as well as cost efficiencies for short- and long-term <br />586 <br />performance of their buildings and to favorably participate in building strong communities <br />587 <br />and improve the quality of life for its residents through providing a foundation of quality <br />588 <br />housing opportunities. <br />589 <br />Mr. Lenhoff reviewed the condition of the complex when AEON originally took it over, its <br />590 <br />work with various agencies and the City of Roseville in putting together the PUD project; <br />591 <br />and resulting rehabilitation of 120 units that had originally been built in 1965, with strong <br />592 <br />bones, but needing serious updating and improvements, including improved security on- <br />593 <br />site for residents and the broader community. Mr. Lenhoff advised that Phase I was <br />594 <br />100% occupied; and security issues had been addressed; along with the rehabilitation of <br />595 <br />the interior and exterior portions of the building, as well as the site itself. <br />596 <br />Mr. Lenhoff noted that Phase II was part of the original plan and was proposed to be 2-3 <br />597 <br />bedroom units to facilitate young families. Mr. Lenhoff opined that Sienna Green was a <br />598 <br />prime site for those young families in the community and school district, in addition to its <br />599 <br />connections to surrounding businesses. Mr. Lenhoff anticipated breaking ground later this <br />600 <br />summer, with intended project completion yet this fall, since final funding had been <br />601 <br />awarded in the late fall of 2010. <br />602 <br />Mr. Lenhoff clarified that the triangle parcel under discussion was now under AEON’s <br />603 <br />ownership, and had been intended to be part of the property when it was purchased, but <br />604 <br />property records had been inadequately recorded, requiring additional title work. <br />605 <br />Member Wozniak asked Mr. Lenhoff to elaborate on the building materials and energy <br />606 <br />efficiency components of the rehabilitation for the previously-named Har Mar Apartments, <br />607 <br />as well as the new proposed units. <br />608 <br />Mr. Lenhoff advised that the boiler system had been replaced with a 95% efficient <br />609 <br />system; new insulation and windows were added throughout; Energy Star appliances had <br />610 <br /> <br />
