Planning Commission Meeting <br />Minutes – Wednesday, April 06, 2011 <br />Page 5 <br />comments and findings of Sections 4-6, and the recommendation of Section 7 of the <br />194 <br />RPCA dated April 6, 2011. <br />195 <br />Discussion among Commissioners and staff included consideration of the off-leash dog <br />196 <br />park now located near this use since original approval; staff identifying the lack of <br />197 <br />concern based on the favorable operation and track record of the HHW collection site <br />198 <br />and its construction/operation that minimizes and eliminates opportunities for spills of <br />199 <br />contaminants outside property boundaries; previous environmental evaluation performed <br />200 <br />in 1992 and ongoing inspections detailed in the report and supporting documents. <br />201 <br />Applicant Representative John Springman, Saint Paul/Ramsey County Department <br />202 <br />of Public Health <br />203 <br />Mr. Springman provided a background and sporadic operation of the HHW collection site <br />204 <br />on an annual basis and minimal risk given the amount of time collections were actually <br />205 <br />held and operation of the site over the last nineteen (19) years without incident; on-site <br />206 <br />staff monitoring and handling of hazardous wastes during those collections and removal <br />207 <br />of materials off-site by qualified staff; on-site monitoring of anyone on site and <br />208 <br />requirements for protective clothing to avoid contact with hazardous waste materials; and <br />209 <br />clarification that the site only operated on an average of eight (8) days annually during <br />210 <br />the past nineteen (19) years that it had been in operation, while serving 32,000 <br />211 <br />participants from that location. Mr. Springman assured Commissioners that the site <br />212 <br />provided a good service for the Roseville community and other Ramsey County <br />213 <br />participants; and that it had no impact on the adjacent off-leash dog park. <br />214 <br />Mr. Lloyd noted that the site monitoring and usage reports were referenced in more detail <br />215 <br />in the staff report. <br />216 <br />Mr. Springman further noted that the site was licensed by Ramsey County department <br />217 <br />staff, with vendors required to submit a license application detailing how they proposed to <br />218 <br />operate on site, how they would handle potential spills and hazards; with a contingency <br />219 <br />plan in place with local law enforcement agencies should a spill occur. <br />220 <br />Discussion among Commissioners and Mr. Springman included expanding on references <br />221 <br />in Attachment D to the narrative report to the IUP Application on why soil sampling was <br />222 <br />not warranted given the nature of hazardous waste materials, with Mr. Springman <br />223 <br />responding that when initially permitted, a Phase I Environmental Assessment was <br />224 <br />required, and clarified that the site provided collection over a sealed and impermeable <br />225 <br />concrete pad, with swales for collection in case of any potential spills. Mr. Springman <br />226 <br />further advised that the vendor operating the site was also under State of Minnesota <br />227 <br />contract as a first responder for any spills throughout the state. <br />228 <br />Mr. Springman noted that Commissioner Wozniak, in his role with Ramsey County, and <br />229 <br />may have further information or comment. <br />230 <br />Member Wozniak advised that he had been charged with the original evaluation of the <br />231 <br />property when it was first considered for a temporary collection site; and advised that he <br />232 <br />had performed a review of previous activities on the site to determine if there was any <br />233 <br />concern with site contamination. While no soil samples were conducted at that time, <br />234 <br />Member Wozniak advised that it had been determined that there was little likelihood of <br />235 <br />pre-existing soil contamination. <br />236 <br />At the request of Member Wozniak, Mr. Springman advised that it was intended for the <br />237 <br />site to open in June of 2011, opening Fridays (10:00 a.m. to 6:00 p.m.) and Saturday <br />238 <br />(9:00 a.m. to 4:00 p.m.) throughout the month; with no cost to participants provided they <br />239 <br />had current photo identification. <br />240 <br />Public Comment <br />241 <br />Chair Boerigter closed the Public Hearing at 6:25 p.m., no one spoke for or against. <br />242 <br />MOTION <br />243 <br />Member Wozniak moved, seconded by Member Boerigter to RECOMMEND <br />244 <br />approval of a five (5)-year renewal of the INTERIM USE for Ramsey County to <br />245 <br /> <br />
