HRA Meeting <br />Minutes – June 21, 2011 <br />Page 6 <br />1 <br />current data still indicated there was a range of home values involved, including some very <br />2 <br />expensive homes, and he attributed the trend continuing from a variety of causes, including the <br />3 <br />result of job losses, the economy and/or bad mortgage financing. Mr. Trudgeon did note, <br />4 <br />however, that Roseville continued to trend well below its suburban neighbors per capita; <br />5 <br />however, he was concerned that forty-two (42) foreclosures had occurred in June to-date, <br />6 <br />opining that it was still too many. <br />7 <br />8 <br />b.Project Update – Green Remodeling Book and Intergenerational Housing <br />9 <br />Housing Manager Kelsey provided an update on the Green Remodeling Book, which will be <br />10 <br />an on-line resource, and supported by a third party (Minnesota Green Communities and U of <br />11 <br />MN) along with the City. Ms. Kelsey anticipated that the Book would be completed yet this <br />12 <br />summer at which time it would be forwarded to third parties for verification of the information <br />13 <br />included. Ms. Kelsey noted that one of those third parties was Minnesota GreenStar, of which <br />14 <br />former WCCO television personality Don Shelby was a Board member and a strong researcher <br />15 <br />and advocate for green projects and initiatives). Ms. Kelsey advised that each of the third <br />16 <br />parties would review their specific area of interest for accuracy once in format; and it was <br />17 <br />anticipated for launch by the end of July, with a big press release effort. Ms. Kelsey noted that <br />18 <br />the City of Roseville, in partnership with the Family Housing Fund (FHF), would retain <br />19 <br />ownership of the Book; however, other communities would be provided an opportunity to <br />20 <br />adapt it to their community; but that Roseville and the FHF would always receive a credit line. <br />21 <br />22 <br />CURA Grant <br />23 <br />Ms. Kelsey advised that the intern, made available through the CURA grant, had started work <br />24 <br />this week at no cost to the HRA other than providing a workspace, and would be researching <br />25 <br />social welfare issues of children and families in the community. Ms. Kelsey advised that the <br />26 <br />intern would usually work Tuesday, Wednesday and Thursday; and would provide a report at <br />27 <br />the August HRA meeting; with a summary of community findings and recommendations for <br />28 <br />housing options for intergenerational housing that could serve to solve some of those social <br />29 <br />welfare issues. <br />30 <br />31 <br />Sienna Green Open House <br />32 <br />Ms. Kelsey announced, and encouraged HRA Member attendance at, the open house for <br />33 <br />Sienna Green on June 22, 2011; with a tour of three (3) different units and the ground breaking <br />34 <br />for Phase II. <br />35 <br />36 <br />July HRA Meeting/Joint meeting with the City Council <br />37 <br />Ms. Kelsey noted that the regular meeting of the HRA was scheduled for July 19, 2011. <br />38 <br />However, since the HRA was meeting jointly with the City Council at the City Council’s July <br />39 <br />25, 2011 meeting, and all HRA Members were encouraged to attend that meeting; Ms. Kelsey <br />40 <br />suggested that the July 18, 2011 meeting be cancelled; and rescheduled as the Joint HRA/City <br />41 <br />Council meeting on July 25, 2011. <br />42 <br />43 <br />Mr. Trudgeon reiterated the request that all HRA Commissioners plan to attend that meeting; <br />44 <br />and advised that staff would be working with Chair Maschka on an outline of discussion <br />45 <br />points. Mr. Trudgeon noted that it was standard practice for the discussion to be led by <br />46 <br />Commissioners to dialogue direction with the City Council; and should be a presentation by <br />47 <br />the Chair and Commissioners, rather than staff-led. <br />48 <br />49 <br />Motion: Member Masche moved, seconded by Member Lee to cancel the July 19, 2011 <br />50 <br />regular HRA meeting; and to reschedule it to July 25, 2011 for the purpose of the annual <br />51 <br />joint meeting of the HRA and City Council. <br />52 <br />53 <br />Ayes: 5 <br />54 <br />Nays: 0 <br />55 <br />Motion carried. <br /> <br />
