HRA Meeting <br />Minutes – Tuesday, February 15, 2011 <br />Page 3 <br />1 <br />Authority in and for the City of Roseville, MN, appointing Officers and Adopting By- <br />2 <br />Laws for 2011;” with officers as follows: <br />3 <br />Chair: Dean Maschka <br />4 <br />Vice Chair: Bill Majerus <br />5 <br />Secretary: William Masche <br />6 <br />Executive Director: Patrick Trudgeon <br />7 <br />Ayes: 6 <br />8 <br />Nays: 0 <br />9 <br />Motion carried. <br />10 <br />11 <br />b.2011 RHRA Work Plan <br />12 <br />Executive Director Trudgeon presented the proposed 2011 HRA Work Plan created by staff <br />13 <br />for activities to be undertaken based on past discussion and directive of the Board and <br />14 <br />prioritized accordingly. Mr. Trudgeon noted that the newer items were highlighted; and the <br />15 <br />Work Plan was split into task-oriented events and those considered ongoing efforts throughout <br />16 <br />the year. <br />17 <br />18 <br />A more detailed discussion among members and staff ensued on those newer, highlighted <br />19 <br />items. <br />20 <br />Explore Partnering with the Community Land Trust to provide services and assistance in <br />21 <br />Roseville <br />22 <br />At the request of Member Quam, Mr. Trudgeon noted that Member Lee had expressed <br />23 <br />interest in pursuing further exploration, noting her strong advocacy for Land Trusts such <br />24 <br />as the Rondo Trust, and research as to whether Roseville was interested in creating its own <br />25 <br />Trust. <br />26 <br />27 <br />Member Elkin clarified that Rondo served all of Ramsey County. <br />28 <br />29 <br />Establish an Employee Assistance Program for people working in Roseville to purchase a <br />30 <br />home in Roseville <br />31 <br />32 <br />Review existing Housing Improvement Area Policy and financiering options for <br />33 <br />Roseville’s Common Interest Communities (CIC’s) and home owners associations <br />34 <br />Member Pust referenced a City Council discussion of the previous night related to <br />35 <br />working with condominium associations and better understanding their financials. With <br />36 <br />support of the HRA Board, Member Pust advised that, when additional conversations <br />37 <br />came forward related to this item, she would refer the discussions to the HRA for <br />38 <br />incorporation as part of broader discussions with CIC’s. Members concurred. <br />39 <br />40 <br />Conduct outreach to existing CIC’s and home owners associations to better understand <br />41 <br />their needs and educate them on the options available to assist them <br />42 <br />43 <br />Explore role the HRA can have in promoting community clean-up days and promoting <br />44 <br />reuse and recycling <br />45 <br />Chair Maschka referenced a program run in the City of Bloomington where the City was <br />46 <br />divided into segments for a curb-side garage cycle, with items placed on the curb for <br />47 <br />several days and anyone able to pick the items up free on a Thursday and Friday, and on <br />48 <br />Saturday the City dump trucks canvassed the town and removed any remaining materials. <br />49 <br />Chair Maschka opined that it was an interesting concept, but was unsure of how the <br />50 <br />service was financed, but seemed to be well-received in the community as “curb <br />51 <br />shopping.” <br />52 <br />53 <br />Member Pust opined that it was a great idea and would support the concept of reuse and <br />54 <br />recycling. <br />55 <br /> <br />
