City of Roseville,, Minnesota <br />Section A Statement and Finding of Pudic Puirpose <br />The Council of the Ciity has determiined that there was, and hereby reaffirms that there contiinu�es to be, <br />a need for the Ciity to take certain aonions desiigned to encou�rage and faciil�iitate the priivate sector to (1) <br />recreate and reiinforce a sense of residential place and secu�riity to create neighborhood cohesiiveness <br />throuigh iinvestment in neighborhood iinfrastru�ctu�re and pu�bl�iic iimprovements; (2) rehabiil�iitate the <br />exiistiing hour siing stock and preserve existing residential neighborhoods wherever possible; (3) reviital�iiz,e <br />property to create a safe, attractiive, comfortable, conveniient and efficient area for residential use; (4) <br />develop and redevelop u�nderu�tiil�iiz,ed, bl�iighted, cent amiinated and u�nuised land located wiithiin iits <br />corporate l�iimiits; (5) iimprove the tax base of the Ciity, the County and the School Diistriict, thereby <br />enabl�iing them to better u�tiil�iiz,e exiistiing pu�bl�iic faciil�iitiies and proviide needed pu�bl�iic serviices; (6) iimprove <br />the general economy of the Ciity, the County and the State; and, (7) proviide additional employment <br />opportunities for resiidents of the Ciity and the su�rrou�ndiing area. Speciifiical�l , the Ciity has determiined <br />and reaffirms that there its property wiithiin the Ciity that its u�nuised dune to a varuety of factors, iincl�u�diing <br />fragmented ownershiip, cent amiinatiion or bl�iighted iimprovements, whiich have resu�l�ted in a lack of <br />priivate iinvestment. Further, iit was found and its reaffirmed that there are certaiin u�nderu�tiil�iiz,ed parcels of <br />property wiithiin the Ciity whiich are potentii al�l�y more u�sefu�l�, produ�ctiive and val�ui abl�e than are being <br />real�iiz,ed u�nder exiistiing condiitiions. As a result, the property its not proviidiing adequ�ate employment <br />opportunities or l�iiviing environments and its not contriibu�tiing to the tax base and general economy of the <br />Ciity, the County, the School Diistriict and the State to iits full potentii al�. <br />Therefore, the Council has determined and hereby reaffirms that it is necessary to exercise its authority <br />to develop, implement and finance a Program for improving the Project Area to (1) recreate and <br />reinforce a sense of residential place and security to create neighborhood cohesiveness through <br />investment in neighborhood infrastructure and public improvements; (2) rehabilitate the existing <br />housing stock and preserve existing residential neighborhoods wherever possible; (3) revitalize <br />property to create a safe, attractive, comfortable, convenient and efficient area for residential use; (4) <br />facilitate clean up of contaminated properties; (5) improve and maintain the natural environment; (6) <br />provide an impetus for private development and redevelopment; (7) maintain and increase <br />employment; (8) utilize, enhance and supplement existing potential; and, (9) facilitate other activities as <br />outlined in Section 1, Subsection F.1. of the Program. <br />The Council has also determined and hereby reaffirms (1) that the proposed development or <br />redevelopment would not occur solely through private investment in the foreseeable future; (2) that the <br />Tax Increment Plans proposed herein are consistent with the Program; (3) that the Tax Increment <br />Plans would afford maximum opportunity, consistent with the sound needs of the City as a whole, for <br />the development or redevelopment of the Project Area by private enterprise; and (4) that the Program <br />conforms to the Comprehensive Plan of the City. <br />The Council has further determiined and hereby reaffirms that the wel�fare of the Ciity, School Diistriict, <br />County and State requ uses achive promotiion, attractiion, encou ragement and development of <br />economiical�l�y sound hou�siing, iindu�stry and commerce to carry cult iits stated pu�bl�iic pu�rpose <br />objectives. <br />S�PRINGS�TED Page 3, <br />
